A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH SUPPORTING SENATE BILLS
62 AND 63 RELATING TO THE REGULATION OF
PORNOGRAPHY, SPECIFICALLY THE ACCESSIBILITY
OF SUCH MATERIAL TO MINORS .
WHEREAS, this Council previously adopted. a resolution
requesting the state legislature to study the problem of
accessibility of pornographic material to minors, and specifi-
cally to enact a dual standard of obscenity, one for minors,
another for adults; and
Senate Bill 62 and Senate Bill 63 have been introduced
for consid.eration; and
Senate Bill 62 defines "harmful" and. prohibits the sale
or distribution of such harmful matter to children under the age
of eighteen; and
Senate Bill 63 amends the present law relating to
obscenity to provid.e that where circumstances indicate the matter
is commercially exploited. for the sake of its prurient appeal,
such evidence is probative with respect to the nature of the
matter and. can justify a conclusion that such matter is utterly
without redeeming social importance;
NOW, THEREFORE, the City Council of the City of Hunting-
ton Beach does hereby resolve that these senate bills are proper
and necessary enactments into our state laws to protect the morals
of the children in this community, and. the state;and.
This Council supports and. urges the passage of Senate
Bill 62 and. Senate Bill 63 .

It is further resolved. that the City Clerk is directed
to transmit copies of this resolution to the Senate Judiciary
Committee, members of the legislature representing the City of
Huntington Beach, and the League of California Cities .
PASSED AND ADOPTED by the City Council of the City of
Huntington. Beach at a regular meeting thereof held on the 3rd.
day of March, 1969. '

resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular meeting thereof held on the 3rd
day of March , 1969 , by the following vote:
