HomeMy WebLinkAboutCity Council - 3005 RESOLUTION NO. 3005 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUSPENDING THE ISSUANCE OF BUILDING, PLUMBING, ELECTRICAL, SIGN AND OTHER PERMITS IN THE CIVIC CENTER SITE AREA FOR A PERIOD OF SIX MONTHS WHEREAS, the City of Huntington Beach is anticipating the construction of a civic center and other public facilities; and The City intends to make studies and analyses concerning the construction of said facilities in the civic center area, and to prepare engineering and architectural plans for the development of said area; and Said city has determined that the health, safety and wel- fare of the public require , and that it is in the best interests of the City of Huntington Beach, that the city temporarily sus- pend the issuance of building, plumbing, electrical, sign and other permits in said study area in order to preserve said study area while the comprehensive plan for the development of said area is being completed, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows : 1. That the area within the City of Huntington Beach, de- scribed in "Exhibit All attached hereto and made a part hereof, is hereby adopted and designated as the civic center study area for development and construction thereon of a civic center site and other public facilities . 2 . That the health, safety and welfare of the public re- quire , and it is in the best interests of the City of Huntington Beach that the issuance of building, plumbing, electrical, sign and other permits in said study area be suspended, and does hereby order that no such permits shall be issued for a period 1 . CIVIC CENTER STUDY AREA Beginning at a point being the intersection of the center lines of Golden West Street and Garfield, thence southerly along the center line of Golden West Street to the inter- section of Golden West Street and Mansion Avenue; thence easterly along the center line of Mansion Avenue to the inter- section of Mansion Avenue and Main Street ; thence southerly along the centerline of Main Street to the intersection of Main Street and Utica Avenue ; thence easterly along the center line of Utica Avenue to the intersection of Utica Avenue and the southwestern boundary of the proposed Route 1 Freeway; thence northwesterly along the southwestern boundary of the proposed Route 1 Freeway to the intersection of said Route 1 Freeway boundary and the Pacific Electric Railroad right of way; thence northerly along the Pacific Electric Railroad right of way to the intersection of the Pacific Electric Rail- road right of way and Garfield Avenue ; thence westerly along the center line of Garfield Avenue to the point of beginning. Nothing in this resolution shall be construed to pro- hibit the issuance of building, plumbing, electrical, sign or other permits in order to make minor repairs and maintain exist- ing structures within the above-described study area. 4 . Within the above six-month period, construction, alteration or remodeling of any building may be authorized by the City Council after plans for such construction and development have been reviewed by the Design Review Board and Planning Commission, and recommendation thereon made to the City Council , and the City Council has determined that the plans conform to study area plans and zoning regulations which have been adopted for said study area. 5 . Nothing herein shall be construed as a limitation on the city, county, state , federal government or any other public agency to enforce any code , statute or ordinance applicable to properties within said study area.
