A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH OPPOSING THE PASSAGE OF
PROPOSED SENATE BILL NO . 104 CONCERNING THE
PLACEMENT OF SIGNS ON ALL STOP SIGNS MAIN-
TAINED BY SAID CITY
WHEREAS, the City of Huntington Beach, pursuant to its
police power granted by the Constitution of the State of Cali-
fornia, and pursuant to the state Streets and Highways Code and
Vehicle Code, places stop signs and other signals at inter-
sections determined by the City Council of said city, after
studies , to require the installation of such signs ; and
Installation of traffic signs are of direct concern to
said city; and
The City Council does not believe that the installation of
unnecessary and unwarranted traffic signs and devices is consistent
with their duties to the public and to the citizens of the City
of Huntington Beach; and proposed Senate Bill No. 104 would
require the placement of one-way, two-way, three-way, or four-
way signs on all stop signs which are maintained by said city
without regard to traffic studies or a determination by said
City Council that such signs are necessary at particular inter-
sections,
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows :
That proposed Senate Bill No . 104 is not justified inasmuch
as traffic engineering studies have not been conducted which
demonstrate the benefits to be derived from additional installa-
tion of signs on all stop signs in the city, and it has not been
demonstrated that the placement of such signs will result in an
improvement of intersection safety and efficiency, and the City

Council hereby declares that it is opposed to the passage of
Senate Bill No . 104 , and declares that the installation of
signs at intersections is a local police matter to be deter-
mined by the City Council after studies of particular intersections .
The City Clerk is hereby directed to forward copies of this
resolution to the Orange County Chapter of the League of Cali-
fornia Cities for transmittal to the state Legislature .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 18th
day of May, 1970 .
