RESOLUTION NO. 3228
RESOLUTION DETERMINING GENERAL NATURE OF WORK
AND ORDERING INVESTIGATION REPORT
ASSESSMENT DISTRICT NO. 6602
HUNTINGTON BEACH, CALIFORNIA
BE IT RESOLVED by the City Council of the City of
Huntington Beach, State of California, in regular session assembled ,
that certain improvements are proposed to be done and made within
the boundaries of the proposed assessment district hereinafter
described within said City of Huntington Beach, California . In
connection therewith, said City Council hereby finds and determines
as follows, to wit:
1 . The nature of the proposed improvement consists of
the following described work, and the acquisition of permanent
easements and rights of way necessary therefor:

The acquisition of permanent easements and rights of way to make
the Westerly half of Sims Street , and the Easterly half of Sandra
Lee Lane, and the Northerly half of Los Patos Drive each thirty
feet wide, and Orion Street sixty feet wide, and to provide a
twenty foot wide North and South public alley in Tract No . 349
between Warner Avenue and Orion Street .
The construction and installation of the following described work
and improvements in the following described locations , including
the removal of all existing pavement , curb and gutter , sidewalks, and
driveways that are obstacles in the line of said work, and appurten-
ances and appurtenant work:
1 . Concrete curb and gutter, concrete cross gutters,
concrete sidewalks, asphalt concrete pavement over aggregate base
material:
(a) in the Easterly half of Warner Avenue from a
point 1200 feet Southwesterly of its intersection with the center
line of Sims Street., measured parallel with the center line of
Warner Avenue to its intersection with said center line of Sims
Street .
(b) in Sandra Lee Lane from Warner Avenue to a
point in Sandra Lee Lane 152 feet South of its intersection with the
center line of Orion Street with the existing pavement to remain in
place in the Westerly half of Sandra Lee Lane from a point 300 feet
North of said center line of Orion Street to a point 152 feet South
of said center line; also in the Easterly half of Sandra Lee Lane
for 60 feet between the Westerly prolongation of the North and
South boundary lines of Lot 5, Tract 475 , as shown by map on file
in Book 17 , Page 19 of Miscellaneous Maps, Records of Orange County,
California .
(c) in the Westerly half of Sims Street from Warner
Avenue to Los Patos Drive.
(d) in the Northerly half of Los Patos Drive from
Sims Street to a point 280 feet West of the center line of Sims
Street .
(e) in Orion Street from Sims Street to Sandra Lee
Lane.
2 . An eight inch diameter vitrified clay pipe sewer main,
with four inch diameter vitrified clay pipe sewer laterals, manholes,
trenching and backfilling, in Sims Street from a manhole to be con-
structed in the existing sewer main in its intersection with Warner
Avenue to a manhole to be constructed in its intersection with Los
Patos Drive .

3 . An eight inch diameter asbestos cement domestic water
main with three-quarter inch diameter asbestos cement water services ,
gate valves, and fire hydrants, from an existing water main in its
intersection with Warner Avenue to its intersection with Los Patos
Drive , and thence in Los Patos Drive to an existing water main in
its intersection with Sandra Lee Lane.
4 . Four inch diameter vitrified clay pipe sewer laterals
from an existing sewer main in Sandra Lee Lane, and three-quarter
inch diameter asbestos cement water services from an existing water
main in Sandra Lee Lane to serve Lots 5 , 17 and 19 of said Tract
No . 475 , and Lots 1, 3 , 5, 7 , 9, 11 , 13 , and 15 of Tract No . 349 ,
as shown by map on file in Book 15 , Page 17 of Miscellaneous Maps,
Records of Orange County, California .
5 . Concrete driveway approaches to serve Lots 16 and
20 of said Tract No. 475 .
6 . Storm drain facilities consisting of a concrete
catch basin, a junction structure , and 55 linear feet of fifteen
inch diameter corrugated metal pipe in Warner Avenue in its inter-
section with Sims Street and in Warner Avenue for a distance of 90
feet West of its intersection with the center line of Sims Street .
7 . Asphalt concrete pavement over aggregate base material,
a concrete alley approach, and a concrete alley gutter, in the
alley to be constructed between Warner Avenue and Orion Street at
the rear of the lots in said Tract No . 349 .

2 . The location and extent of said proposed improvement
will involve the construction of the above described improvements
upon the streets and rights of way hereinbefore set forth.
3 . The boundaries of the district to be specially
assessed to pay any part of the cost of the proposed improvement
are as shown upon a map or plat now on file in the office of the
City Clerk, which said map or plat indicates by a boundary line
the territory to be included in the proposed assessment district ,
and which said map or plat governs for all details as to the extent
of said proposed district . Said map or plat is designated PROPOSED
BOUNDARIES OF SANDRA LEE - SIMS ASSESSMENT DISTRICT , ASSESSMENT
DISTRICT NO. 6602 , CITY OF HUNTINGTON BEACH, COUNTY OF ORANGE,
STATE OF CALIFORNIA.
4. The statute or law under which it is proposed to
conduct proceedings for said improvement is the Improvement Act of
1911 of the State of California , Division 7 of the Streets and
Highways Code of the State of California , with improvement bonds
to be issued pursuant to the provisions of said Improvement Act
of 1911 .
BE IT FURTHER RESOLVED that the Engineer of Work be and
it is hereby directed to prepare a written report containing all
of the information required by Section 2825 of the Streets and
Highways Code of the State of California upon the proposed improve-
ment .

I, PAUL C. JONES , the duly elected , qualified and acting
City Clerk of the City of Huntington Beach, and ex-officio Clerk
of the City Council of said city, do hereby certify that the whole
number of members of the City Council of the City of Huntington
Beach is seven; that the foregoing resolution was passed and
adopted by the affirmative vote of more than a majority of all the
members of said City Council at a regular meeting thereof held on
the 19th day of October, 1970, by the following vote:
