A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH TO QUALIFY
THE CITY OF HUNTINGTON BEACH FOR FEDERAL
FLOOD AND LANDSLIDE INSURANCE
WHEREAS , the City Council of the City of Huntington
Beach believes that flood and landslide insurance would be
greatly beneficial to residents within our city; and
The Federal Insurance Administration is offering
protection under its "emergency program" which would allow
city residents to purchase insurance to cover floods and
landslides ; and
The City Council would like to show its expression of
interest by submitting the following information to the
Federal Administration;
Copies of official legislative or executive
actions indicating a local need for flood
insurance and a desire to participate in the
Federal flood insurance program.
A citation of the legal authority necessary for
both State and local actions . Copies of the
authorities cited must accompany the application.
A summary of State and local public and private
flood plain management regulatory measures , if
any, which have been adopted for the area. This
submission may be in any suitable form, but
should list zoning and building codes , easements
and other corrective and preventive measures
instituted in order to reduce flood damage .
A map, in duplicate, delineating local flood-prone
areas, showing the names of rivers , bays , gulfs ,
lakes and similar bodies of water causing floods .
An outline of the community ' s flood history and
flood-prone characteristics .

Current flood plain information reports prepared
by the U. S . Army Corps of Engineers or similar
report may be substituted for all or part of the
last two items enumerated above, if they summarize
flooding history and sufficiently identify probable
flood hazards for all flood-prone areas within the
locality requesting flood insurance coverage .
The City Council of the City of Huntington Beach does give
assurance of future compliance and pledges to submit the
following assurances in the form of action to the Federal
Insurance Administration, including :
To recognize and duly evaluate flood hazards in
all official actions relating to land use in the
flood plain areas having special flood hazards .
To enact by December 31, 1971, and maintain in force
for areas having special flood hazards , adequate land
use and control measures with effective enforcement
provisions consistent with the criteria set forth
in Subpart B of Section 1910 of the regulations
of the Federal Insurance Administration.
If necessary, to seek State enabling legislation
conferring authority to enact land use and control
measures designed to reduce the exposure of
property to flood loss .
To take such other official action as may be
reasonably necessary to carry out the objectives
of the program. Such actions must include but
will not be limited to :
a. Assisting the Administrator, at his
request , in delineating the limits
of the flood plain having special
flood hazard on available local
maps of sufficient scale to identify
the location of building sites .
b . After flood insurance is made available,
furnishing representatives of appropriate
Federal or State agencies or of the
National Flood Insurers Association
information, as requested, concerning
new or substantially improved structures

within the area of special flood hazard.
This information will include floor
elevations and if there is a basement,
the distance between the first floor
and the bottom of the lowest opening
where water flowing on the ground will
enter.
C . Provide such information as the
Federal administrators may request
concerning present uses and occupancy
of the flood plain.
d. Cooperate with Federal, State , and
other agencies which undertake to study ,
survey, map and identify flood-prone
areas as well as cooperate with
neighboring jurisdictions with
respect to adjoining flood plains in
order to prevent aggravation of the
flooding problem.
e . Appoint or designate an agency or
official with the responsibility,
authority and means to implement the
city ' s commitments .
NOW, THEREFORE, the City Council of the City of
Huntington Beach does hereby express interest in complying
with the aforementioned and therefore attaining coverage
under the national flood insurance program.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the
21st day of December, 1970 .

I , PAUL C. JONES, the duly elected, qualified and
acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular meeting thereof held on the 21st
day of December 19ZL_, by the following vote :
