HomeMy WebLinkAboutCity Council - 3343 RESOLUTION NO. 3343 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING A MEMORANDUM OF AGREEMENT WITH THE HUNTINGTON BEACH SURF LIFESAVING ASSOCIATION The City Council of the City of Huntington Beach resolves as follows : The Memorandum of Agreement between the City of Huntington Beach and the Huntington Beach Surf Lifesaving Association dated July 23 , 1971, a copy of which is marked Exhibit "A" and attached hereto and made a part hereof, is hereby approved and ratified and ordered implemented in accordance with the terms and conditions thereof. PASSED AND ADOPTED by the City Council of the City of Huntington Beach at an adjourned regular meeting thereof held on the 26th day of July, 1971. JONES, the duly elected , qualified and acting City Clerk of the City of Huntington Beach, and ex- officio Clerk of the City Council of said City, do hereby certify that the whole number of members of the City Council of the City of Huntington Beach is seven; that the foregoing resolution was passed and adopted by the affirmative vote of more than a majority of all the members of said City Council at a regular -adjourned meeting thereof held on the 26th day of _7111 y 19 U , by the following vote : AYES: Councilmen: phi i 1PTy Rqrt71Ptt, Gwen , Matney, Coen, Mr.Cracken NOES: Councilmen: Non P ABSENT: Councilmen: City Clerk and x-officio Clerk of the City Council of the City of Huntington Beach, California Res 33y 3 MEMORANDUM OF AGREEMENT Between THE CITY OF HUNTINGTON BEACH, CALIFORNIA Hereinafter called City, and THE HUNTINGTON BEACH SURF LIFESAVING ASSOCIATION Hereinafter called Association PREAMBLE This agreement has been reached and prepared after meeting and conferring in good faith between the City and Association, pursuant to the provisions of Government Code Sections 3500 through 3511 and Resolution No . 3335 • ARTICLE I Commencing during the month of October 1971, pay day shall be every other Friday. ARTICLE II Upon a two week written notification to the Finance Director, each employee shall be entitled to receive his I arned vacation pay, less deductions , in advance, prior to his regular scheduled annual vacation. Such advancements limited to one during each employee 's anniversary year. ARTICLE III An ad hoc committee shall be created to study the present Retirement System and shall prepare a written report with recommendations to the City Administrator and the Personnel Board at the earliest practical time . The Associ- ation shall appoint one member to such committee . r ARTICLE V An educational incentive program will be instituted July 1, 1971 in accordance with the provisions of the attached plan. ARTICLE VI Employees shall be entitled to Bereavement Leave not to exceed three working days per calendar year in instance of death in the immediate family . Immediate family is defined as father, mother, sister, brother, spouse or children of the employee. ARTICLE VII The uniform allowance shall be increased to one hundred ($100) dollars for all employees represented by the Associ- ation effective July 1, 1971. ARTICLE VIII Each of the ten (10) members of the Underwater Search and Rescue Team shall receive twenty-five ($25) dollars for each month while so assigned. Applies to Lifeguard, Lifeguard Boat Operator, Lifeguard Sergeant, Lifeguard Lieutenant . 2 . Monthly amount increases/decreases based on Los Angeles-Long Beach Consumer Price Index . September 1, adjustment based on July all items . 3 . College major shall be Marine Science, Police Science, Business Administration, Oceanography, Fire Science . 4 . Initial eligibility must be approved by the Director of Harbors and Beaches . An acceptable yearly performance evaluation, signed by the Director of Harbors and Beaches , is required. No incentive taken away without just cause. 5 . Training points approved by the Director may be substituted for college units , on the following schedule : 10 of 30; 20 of 60; 30 of 90 . Each twenty hours completed of approved seminars , institutes , etc . are credited with one training point . 6 . Pay to be effective on the first of each month following approval. 7. After 120 units or B.A. approved training points may be substituted for college units without limit . 8 . Repeat college course credited as determined by the college . 9 . Repeat approved seminars , institutes , etc . credited as determined by the Director of Harbors & Beaches . 10 . All college units require grade of "C" or better to qualify . 11. Obtaining transcripts or other acceptable documentation is each employee ' s responsibility . ARTICLE XI CITY COUNCIL APPROVAL It is the understanding of the City and Association that this Memorandum of Agreement is of no force or effect whatsoever unless or until ratified and approved by Resolution duly adopted by the City Council of the City of Huntington Beach in accordance with Section 8, Resolution No . 3335. IN WITNESS WHEREOF, the parties hereto have caused this Memorandum of Agreement to be executed this day of July, 1971.
