A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH REQUESTING THE STATE WATER
RESOURCES CONTROL BOARD TO POSTPONE ACTION ON
THE IMPLEMENTATION OF STRICTER REQUIREMENTS ON
DISCHARGE OF MUNICIPAL AND INDUSTRIAL WASTE WATERS
TO THE OCEAN UNTIL THE CONCLUSION OF THE SOUTHERN
CALIFORNIA COASTAL WATER RESEARCH PROJECT STUDIES
WHEREAS , the State Water Resources Control Board will be
holding hearings on November 18 and December 2 , 1971, for the
purpose of reviewing the new proposed California State Policy
for Water Quality Control--General Principles and Provisions
for Discharge to Ocean Waters ; and
The proposed State policy for discharge to ocean waters
will require major capital and operational expenditures without
a measurable benefit to the Southern California coastline
environment , as there is not sufficient scientific knowledge on
which to base these requirements ; and
If the regulations embodied in the proposed State policy
regarding discharge of waste water to the ocean are adopted,
the Orange County taxpayer' s tax bill will increase by 128%
for the service being provided by the Orange Sanitation Districts ;
and
The Southern California Coastal Water Research Project is
presently engaged in a study of the effect of ocean discharge
on the Pacific Ocean waters of the Southern California coast-
line ; and
This study has been under way for the past two and one-half
years , with the Ventura County, Los Angeles County, Orange
County , the City of Los Angeles , and the City of San Diego
sanitation agencies as supporting bodies; and
With sufficient research to develop the fundamental
scientific facts , it would be possible to design and operate
waste disposal facilities which not only guarantee protection
and conservation of marine resources , but also enchance the

beneficial uses of these resources by promoting increased
productivity in the ocean; and
It is anticipated that the Southern California Coastal
Water Research Project study will be completed by July, 1972 ;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Huntington Beach that it hereby requests that the
State Water Resources Control Board postpone consideration of
the implementation of stricter controls , or that changes in
the methods of sewage treatment for ocean outfall dischargers
be withheld until the completion of the Southern California
Coastal Water Research Project study .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 15th
day of November, 1971 .
