A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING
A MEMORANDUM OF AGREEMENT WITH THE HUNTINGTON
BEACH MANAGEMENT EMPLOYEES ' ORGANIZATION AND
MANAGEMENT PERSONNEL NOT INCLUDED WITHIN THE
MANAGEMENT UNIT
The City Council of the City of Huntington Beach resolves
as follows :
T,he Memorandum of Agreement between the City of Huntington
Beach and the Huntington Beach Management Employees ' Organiza-
tion and the Management personnel not included within the Manage-
ment unit, dated June lb , 1972, a copy of which
with its attached exhibits, marked Exhibit "A, " is attached
hereto and made a part hereof, is hereby approved and ratified
and ordered implemented in accordance with the terms and con-
ditions thereof.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 19th
day of June, 1972 .

acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby

resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council

MEMORANDUM OF AGREEMENT
Between
THE CITY OF HUNTINGTON BEACH, CALIFORNIA
Hereinafter called "CITY"
and
HUNTINGTON BEACH MANAGEMENT EMPLOYEES ' ORGANIZATION, and
MANAGEMENT PERSONNEL NOT INCLUDED WITHIN THE MANAGEMENT UNIT
Hereinafter collectively called "MANAGEMENT"
PREAMBLE
This agreement has been reached and prepared after meeting
and conferring in good faith between CITY and MANAGEMENT, pursuant
to the provisions of the Government Code Sections 3500 through
3510 and Resolution No. 3335 •
ARTICLE I
MANAGEMENT
The term MANAGEMENT as used in this agreement includes all
employees represented by the Huntington Beach Management Employees '
Organization and the following classifications : Assistant City
Administrator, Administrative Assistant , City Attorney , Personnel
Director, Assistant Personnel Director, Personnel Analyst , City Clerk,
City Treasurer, and all of the terms and conditions of this agree-
ment shall apply to all persons included in MANAGEMENT as above
defined .
ARTICLE II
CLASSIFICATIONS AND SALARY
1. Classifications and salary ranges shall be as set forth in
Exhibit 111" attached hereto and made part hereof, commencing July
1, 1972 and continuing for the term of this Agreement .

EXHIBIT "A"
2 . The salary ranges for the term of this agreement shall
become effective as follows :
Exhibit 2 effective July 1, 1972
Exhibit 3 effective July 1, 1973
Exhibit 4 effective July 1, 1974
3 . Effective July 1, 1972 , the classification of Recreation
Supervisor shall be assigned to salary range 709 and each incum-
bent shall be "Y" rated at his present salary until such time as
the salary schedule reaches his present salary .
4 . A full salary survey shall be conducted by CITY by January
1, 1975 , using the following cities : Anaheim, Burbank, Garden
Grove , Glendale , Inglewood, Pasadena, Riverside , San Bernardino,
Santa Ana and Torrance .
ARTICLE III
TERM
The term of this agreement shall be three years commencing
July 1, 1972 , and ending June 30 , 1975 .
ARTICLE IV
CLASSIFICATION STUDY
The classification study shall be made for MANAGEMENT includ-
ing - functions of each class and not merely a comparison of titles .
Such study will be done in depth by CITY and shall be completed
by CITY and concurred in by MEO on or before March 1, 1973 and
internal relationship adjustments shall be made at that time .
In the event said study is not completed by CITY by March 1,
1973 , said study shall be conducted by MEO and equity adjust-
ments shall be made from the MEO study .

ARTICLE V
SICK LEAVE PAY
At involuntary termination by reason of disability , or by
death, or by retirement , MANAGEMENT shall be compensated at their
then current rate of pay for seventy-five percent (75%) of all
unused sick leave accumulated as of July 1, 1972 , plus fifty
percent (50%) of unused sick leave accumulated subsequent to
July 1, 1972 .
Upon termination for any other reason, MANAGEMENT shall be
compensated at their then current rate of pay for fifty percent
(50%) of all unused accumulated sick leave .
No employee shall be paid or otherwise receive benefit more
than one time for any sick leave .
ARTICLE VI
BEREAVEMENT LEAVE
MANAGEMENT shall be entitled to bereavement leave not to
exceed three (3) working days per calendar year in case of death
in the immediate family . "Immediate family" is defined as
father, stepfather, mother, step mother, sisters , brothers ,
stepsisters , stepbrothers , mother-in-law, father•-in-law, spouse ,
children or stepchildren.
ARTICLE VII
LIFE INSURANCE
A study shall be made by the MEO and the Personnel Director
of CITY paid life insurance for MANAGEMENT . Such study shall be
completed and the results shall be incorporated into and imple-
mented by amendment to this agreement by January 1, 1973 •

ARTICLE VIII
INSURANCE - SICK LEAVE
An ad hoc committee shall be created to study the subjects
of sick leave and all areas of employee group insurance . Such
study shall be completed by March 1, 1973 for implementation by
July 1, 1973 •
ARTICLE IX
EDUCATION COSTS
Education costs shall be paid to MANAGEMENT personnel on
the basis of full refund for tuition, fees , books and supplies
if required by CITY, or if related to job , upon approval by the
department head, or in the case of department heads , by the City
Administrator. If related to job , such costs shall be approved.
Refund shall be made when the MANAGEMENT person presents proof to
the Finance Director that he has paid such costs .
ARTICLE X
VACATION
a. Unused vacation may be accumulated to no more than sixty (60 )
days .
b . The following schedule will determine rate of accrual of
vacation earned :
1 . Starting with hiring date at eight ( 8) hours per month.
2 . Starting at sixth year at ten ( 10 ) hours per month .
3. Starting at eleventh year at twelve (12) hours per month .
4 . Starting at sixteenth year at fourteen (14) hours per month .
c . All accrued vacation may be taken after six (6 ) months service .
d. That vacation (and sick leave) accrued time be computed from
hiring date anniversary .

ARTICLE XI
RETIREMENT SYSTEM STUDY
CITY and MEO shall form an ad hoc committee to study the pre-
sent retirement system and shall prepare a written report with
recommendations to the Council - MEO Joint Committee and the
Personnel Board no later than January 1, 1973 .
ARTICLE XII
COMPENSATORY TIME
A committee of Department Heads and Personnel Director shall
be appointed by the City Administrator to develop a compensatory
time policy for MANAGEMENT personnel . Such policy shall be com-
pleted by September 1, 1972 .
ARTICLE XIII
CITY VEHICLE USE
A committee of Department Heads and Personnel Director shall
be appointed by the City Administrator to develop a city vehicle
use policy . Such policy shall be completed by September 1, 1972 .
ARTICLE XIV
IN-SERVICE TRAINING PLAN
The City Administrator shall appoint a three-man board includ-
ing the Personnel Director to develop a policy in connection with
the selection of seminars and educational programs for MANAGEMENT.
Seminars and educational programs , as used in this article , shall
not be confused with existing policy relating to conferences and
meetings for department heads .
ARTICLE XV
UNIFORM ALLOWANCE
City agrees to provide MANAGEMENT who are required to wear

uniforms with uniform allowance consistent with the allowance in
effect in their respective departments .
ARTICLE XVI
COMPREHENSIVE PHYSICAL EXAMINATION
Effective January 1, 1973 , each Department Head shall be
entitled to a comprehensive physical examination, the cost of
which shall be paid by CITY . Such physical examination shall be
at two year intervals . An ad hoc committee of MEO and Personnel
Director shall be responsible for determinig the specifics
of the program.
ARTICLE XVII
DEPARTMENT HEAD AND KEY PERSONNEL
"Department Head" shall mean any person appointed as head
of a department as established by charter or ordinance including
elective Department Heads . "Key Personnel" shall include other
employees represented by the Huntington Beach Management Employees '
Organization.
It is not the intent of this Article XVI to supersede the
designation of Department Heads and Key Personnel designated in the
Personnel Rules (Resolution No. 3381) .
ARTICLE XVIII
PERSONS COVERED BY AGREEMENT
It is understood and agreed that in the event any person not
represented by the Huntington Beach Management Employees ' Organiza-
tion and holding any classification listed in Article I above does
not sign this agreement , this agreement and its terms and conditions
shall not apply to such person or to the classification held by

him; however, this agreement shall be valid with respect to the
Huntington Beach Management Employees ' Organization and all persons
not represented by such organization who sign this agreement .
ARTICLE XIX
Provisions of this agreement except as otherwise expressly
provided herein shall supersede personnel rules . City Charter
Section 502 and ordinances in implementation thereof, control the
compensation of the City Clerk and City Treasurer and take
precedence over inconsistent provisions hereof.
ARTICLE XX
All terms and provisions of the 1971-72 Memorandum of
Agreement between CITY and MANAGEMENT shall continue in full
force and effect during the term hereof except as otherwise
expressly provided herein.
ARTICLE XXI
CITY COUNCIL APPROVAL
It is the understanding of the CITY and MANAGEMENT that this
Memorandum of Agreement is of no force or effect whatosever unless
or until ratified and approved by resolution duly adopted by the
City Council of the City of Huntington Beach in accordance with
Section 85 Resolution No. 3335 .
