HomeMy WebLinkAboutCity Council - 3510 RESOLUTION NO. 3510 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING A MEMORANDUM OF AGREEMENT WITH THE HUNTINGTON BEACH SURF LIFESAVING ASSOCIATION The City Council of the City of Huntington Beach resolves as follows : The Memorandum of Agreement between the City of Huntington Beach and the Huntington Beach Surf Lifesaving Association, dated June 19 , 1972, a copy of which, with its attached exhibits , is marked Exhibit "A" and attached hereto and made a part hereof, is hereby approved and ratified and ordered imple- mented in accordance with the terms and conditions thereof. Jones City Clerk and ex-officio Clerk of the City Council of the City of Huntington Beach, California By Assistant City Clerk MEMORANDUM OF AGREEMENT Between THE CITY OF HUNTINGTON BEACH, CALIFORNIA Hereinafter called CITY, and THE HUNTINGTON BEACH SURF LIFESAVING ASSOCIATION Hereinafter called ASSOCIATION PREAMBLE This agreement has been reached and prepared after meeting and conferring in good faith between CITY and ASSOCIATION, pursuant to the provisions of Government Code Sections 3500 through 3510 and Resolution No. 3335 • ARTICLE I TITLE CHANGE The following title changes will become effective July 1, 1972 and will remain in effect for the length of this agreement : From (Present) To Lifeguard Lieutenant Marine Safety Lieutenant Lifeguard Sergeant Marine Safety Sergeant Lifeguard - Boat Operator Marine Safety Boat Operator Lifeguard Marine Safety Officer It is mutually agreed that for survey and classification purposes the new Marine Safety Officer classification is compara- ble to the permanent Lifeguard classification. Such study shall be completed by March 1, 1973 for implementation by July 1, 1973. ARTICLE IV BEREAVEMENT LEAVE Employees shall be entitled to Bereavement Leave not to exceed 2 . three working days per calendar year in instance of death in the immediate family . Immediate family is defined as father, mother, sister, brother, spouse, children, stepfather, stepmother, step- sisters , stepbrothers , mother-in-law, father-in-law, or step- children. ARTICLE V UNIFORM ALLOWANCE The uniform allowance program shall be administered by the Director of Harbors & Beaches Department on a purchase and replace- ment as needed basis , effective July 1, 1972 . ARTICLE VI UNDERWATER SEARCH AND RESCUE TEAM Each of seven (7) members of the Underwater Search and Rescue Team shall receive fifty ($50) dollars for each month while so assigned. ARTICLE VII RANK DIFFERENTIAL The Personnel Department and the ASSOCIATION will conduct a joint survey concerning differentials among the rank classifications of Marine Safety Lieutenant, Marine Safety Sergeant and Marine Safety Officers to be completed no later than February 1 , 1973 • Any adjustments necessitated by the survey report shall be imple- mented at that time . ARTICLE VIII EDUCATIONAL INCENTIVE PLAN An educational Incentive Plan shall continue in effect for the term of this agreement as set forth in Exhibit 1, attached 3 . hereto and made part hereof. ARTICLE IX DENTAL PLAN A CITY paid Dental Plan for employee only will be implemented by January 1, 1975 . ARTICLE X PRIOR MEMORANDA The terms and conditions of prior Memoranda of Understanding between the ASSOCIATION and CITY shall continue for the term of this agreement unless expressly modified by this agreement . ARTICLE XI TERM OF AGREEMENT This Memorandum of Agreement shall be in effect for a term commencing July 1, 1972 and ending June 30, 1975 • ARTICLE XII CITY COUNCIL APPROVAL It is the understanding of the CITY and ASSOCIATION that this Memorandum of Agreement is of no force or effect whatsoever unless or until ratified and approved by Resolution duly adopted by the City Council of the City of Huntington Beach in accordance with Section 8, Resolution No. 3335 • ARTICLE XIII SICK LEAVE The City will attempt to provide equal sick leave for all City employees by July 1, 1974 . Applies to Marine Safety Officer, Marine Safety Boat Operator, Marine Safety Sergeant, Marine Safety Lieutenant . 2 . College major shall be Marine Science, Police Science, Business Administration, Oceanography, Fire Science . 3 . Initial eligibility must be approved by the Director of Harbors and Beaches . An acceptable yearly performance evaluation, signed by the Director of Harbors and Beaches , is required. No incentive taken away without just cause . 4 . Training points approved by the Director may be substituted for college units , on the following schedule : 10 of 30; 20 of 60; 30 of 90 . Each twenty hours completed of approved seminars , institutes , etc . are credited with one training point . 5 . Pay to be effective on the first of each month following approval . 6 . After 120 units or B. A. approved training points may be sub- stituted for college units without limit . 7 . Repeat college course credited as determined by the college . 8 . Repeat approved seminars , institutes, etc . credited as deter- mined by the Director of Harbors and Beaches . 9 . All college units require grade of "C" or better to qualify . 10 . Obtaining transcripts or other acceptable documentation is each employee 's responsibility . 11 . Employee may choose between approved training points or college units where a choice is available . No change allowed once choice is made, no double credit allowed.
