A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING
A MEMORANDUM OF AGREEMENT WITH THE HUNTINGTON
BEACH POLICE OFFICERS ' ASSOCIATION
The City Council of the City of Huntington Beach resolves
as follows :
The Memorandum or Agreement between the City of Huntington
Beach and the Huntington Beach Police Officers ' Association,
dated June 2-6, , 1972, a copy of which, with
its attached exhibits , is marked Exhibit "A" and attached hereto
and made a part hereof, is hereby approved and ratified and
ordered implemented in accordance with the terms and conditions
thereof.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at an adjourned regular meeting thereof held
on the 28th day of June, 1972 .

MEMORANDUM OF AGREEMENT
Between
THE CITY OF HUNTINGTON BEACH, CALIFORNIA
Hereinafter called CITY
and
THE HUNTINGTON BEACH POLICE OFFICERS ' ASSOCIATION
Hereinafter called ASSOCIATION
PREAMBLE
This agreement has been reached and prepared after
meeting and conferring in good faith between the CITY and
ASSOCIATION, pursuant to the provisions of Government Code
Sections 3500 through 3510 and Resolution No . 3335 .
ARTICLE I
CLASSIFICATIONS AND SALARY RANGES
Classifications and salary ranges shall be as set forth
below commencing July 1, 1972 and continuing for the term of this
agreement :

All salary schedules inclusive from range 148 through
range 165 will be adjusted in like manner for the term of this
agreement .
ARTICLE II
PHYSICAL EXAMINATION
Commencing January 1, 1973 , the CITY shall authorize and
pay for comprehensive physical examinations for all sworn peace
officer personnel covered by this agreement on the following
schedule : beginning age 30 each 3 years ; age 41 each 2 years ;
age 51 annually .
A representative of the ASSOCIATION and the Personnel
Director shall jointly determine the specific elements of the
physical examination so as to be mutually agreeable to both the
ASSOCIATION and the CITY . Such determination shall be made by
January 1, 1973 •
ARTICLE III
DENTAL PLAN
A CITY paid Dental Plan for employee only will be imple-
mented by January 1 , 1975 . A representative of the ASSOCIATION

and the Personnel Director shall develop such Dental Plan mutually
acceptable to both parties .
ARTICLE IV
INSURANCE - SICK LEAVE
A joint committee composed of a representative of the
ASSOCIATION and a representative of the Personnel Department shall
study the areas of sick leave accumulation, sick leave freeze , CITY
paid long term disability insurance, CITY payment for dependent
medical coverage and all other areas of employee group insurance .
Such study shall be completed no later than March 1, 1973 and the
overall program, as it shall be mutually agreed upon between
ASSOCIATION and CITY, shall be implemented by July 1, 1973 . The
program shall include a freeze on sick leave accumulation and CITY
paid dependent medical coverage upon completion of three (3) years
employment effective July 1, 1973 . Such CITY paid dependent medical
coverage shall require one (1) year service effective July 1, 1974 .
ARTICLE V
SALARY SURVEY
A joint salary survey committee composed of a representa-
tive of the ASSOCIATION and a representative of the Personnel
Department shall conduct a salary survey by the end of February
in each of the years 1973 , 1974 and 1975 . The committee shall
survey the classification of Policeman, Police Sergeant , Police
Lieutenant and Police Captain, reviewing the minima and maxima
of the respective ranges with prime consideration given to the
maximum attainable , or top salary step, in the salary range . The
cities surveyed shall include the cities of Anaheim, Garden Grove ,

Glendale , Inglewood, Long Beach, Pasadena, Riverside , San Bernar-
dino, Santa Ana and Torrance .
The results of the survey shall be reviewed by the
ASSOCIATION and the CITY to determine the CITY 'S competitive
position as it relates to the averages determined by the survey .
In the event the survey indicates that the average rates in the
survey cities have substantially exceeded those in the CITY, the
fringe benefits shall be reviewed jointly by ASSOCIATION and
CITY to determine mutually agreeable areas of improvement .
ARTICLE VI
PRIOR MEMORANDA
The terms and conditions of prior Memoranda of Understand-
ing between the ASSOCIATION and CITY shall continue for the term
of this agreement unless expressly modified by this agreement .
ARTICLE VII
TERM OF THE MEMORANDUM OF AGREEMENT
This Memorandum of Agreement shall be in effect for a
term commencing July 1, 1972 , and ending June 30 , 1975 .
ARTICLE VIII
CITY COUNCIL APPROVAL
It is the understanding of the CITY and ASSOCIATION
that this Memorandum of Agreement is of no force or effect what-
soever unless or until ratified and approved by Resolution in
accordance with Section 8 , Resolution No. 3335 .
IN WITNESS WHEREOF, the parties hereto have caused
