A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH REQUESTING THE CALIFORNIA
STATE LEGISLATURE TO REVOKE THE TIDELANDS GRANT
TO THE METROPOLITAN WATER DISTRICT OF SOUTHERN
CALIFORNIA
WHEREAS, the Huntington Beach Planning Commission by
their Resolution 1097 entitled "A Resolution of the Planning
Commission of the City of Huntington Beach, California,
Relating to the Utility Corridor and Switchyard in the Bolsa
Chica Area, and the Tidelands Grant in that Area to the
Metropolitan Water District of Southern California" requested
that the City Council forward a resolution to the California
State Legislature requesting revocation of the tidelands grant
to the Metropolitan Water District of Southern California for
the reasons stated in said Planning Commission Resolution,
namely :
1. The Planning Commission has determined that the
Metropolitan Water District has not submitted, as requested,
an environmental impact statement report on the desalting
plant impact area.
2 . The Metropolitan Water District did not consider
alternate sites for the switchyard.
3. The Metropolitan Water District Report (No . 899)
entitled, "Acquisition of Right of Way for Utility Corridor
and Switchyard Bolsa Bay and Huntington Beach Orange County,
California Environmental Impact Report" did misquote the
November 1965 Report by Henry H. Neel.
4 . It appears that the prime reason for Report No . 899
is to justify the location of the tideland' s grant .
5 . Report No . 899 minimizes the environmental and topo-
graphic disruptive impact on the Bolsa Chica flats .

6 . The Planning Commission has determined that imple-
mentation of said report would have an adverse impact on the
Master Plan of Land-Use for the City of Huntington Beach .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that , for the reasons above stated,
said City Council does request the California State Legislature
to revoke the tidelands grant to the Metropolitan Water District
of Southern California.
BE IT FURTHER RESOLVED that the City Clerk is directed to
transmit copies of this resolution to the appropriate local
legislators .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting held on the 18th day of
September 1972 .

acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular meeting thereof held on the 18th
day of September 1972 , by the following vote:
