HomeMy WebLinkAboutCity Council - 3584 RESOLUTION NO . 3584 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE SUGGESTION AWARDS PROGRAM WHEREAS , the City of Huntington Beach desires to imple- ment a new program to stimulate and compensate city employees who make significant suggestions which increase the effective- ness and efficiency of the city ' s operations , NOW, THEREFORE, the City Council of the City of Huntington Beach hereby approves implementation of a Suggestion Awards Program, as set out in Exhibit "A, " attached hereto and by reference made a part hereof as though set out in full herein. BONFA, City Attorney 1 By l loss ' s z MHM;ahb SUGGESTION AWARDS PROGRAM POLICY STATEMENT The City of Huntington Beach is implementing a new program to stimulate and compensate city employees who make significant suggestions which increase the effectiveness and efficiency of the city ' s operations . Suggestions may be of a cost savings nature or relate to safety , morale or ability of the city to serve its public citizens better. 1. There shall be established a city Suggestion Awards Committee composed of: (a) The Personnel Director who shall serve as secre- tary to the committee and be responsible for forms and procedures . (b) Finance Director. (c) A .department head appointed by the City Adminstra- tor . (d) Two representatives selected by employees of the city . 2 . Duties of Committee The committee shall meet monthly or on call of the Secre- tary to evaluate employee suggestions . The committee shall be responsible for administering the Suggestion Awards Program on a fair and impartial basis . The committee shall encourage employees to participate; evaluate suggestions ; respond to employees and finally, make recommendations to the City Administrator for monetary rewards to employees . 3 • Types of Suggestions Eligible for Reward (a) Cost savings (e) Improved services (b ) Inventiveness (f) Improved working conditions (c) Safety (g) Beautification (d) Time savings EXHIBIT "A" Eligible suggestions must normally improve an operation outside the employee' s normal job responsibilities . 4 . Who Is Eligible for Suggestion Awards Any full-time , part-time or temporary employee of the City of Huntington Beach is eligible for the Suggestion Awards Program except the following: (a) Elected officials of the city . (b ) City Administrator, Assistant City Administrator . (c ) Department heads , assistant department heads , di- vision heads . 5 . Procedure for Evaluating Suggestions Employees may submit suggestions on special forms , either in designated suggestion boxes or mail them directly to the Per- sonnel Director. Each suggestion is acknowledged by letter and the suggester' s name removed from the form. Thereafter identifi- cation is by number only until the suggestion has received final consideration by the Suggestion Awards Committee . All suggestions are referred to department heads re- sponsible for the work affected by the suggestion . The analysis and recommendations of department heads , along with possible comments from division heads and supervisors , are then returned to the Suggestion Awards Committee for further action and award consideration. The Suggestion Awards Committee will make a rec- ommendation, including a monetary amount if merited, to the City Administrator, who, funds being available , shall authorize pay- ment of an award . Suggestion award evaluation: all suggestions will receive re- sponse from the Suggestion Awards Committee . (a) Suggestions accepted, will be implemented, amount of dollar award is (b ) Suggestion accepted, no dollar award . (c) Suggestion rejected, reasons . 6 . Amounts of Awards (a) Any suggestion resulting in benefits not measurable in terms of monetary savings shall be awarded by a lump sum pay- ment in the sum of $25 . (b ) Any suggestion resulting in measurable monetary savings shall be awarded by payment of approximately 10 percent of the savings anticipated during the first year after the adop- tion of the suggestion; provided however, that the maximum award shall not exceed the sum of $250 . (c) Presentation of awards shall be made jointly by the Mayor and City Administrator on behalf of the City Council . 7 . Format of Suggestion Awards Form The Suggestion Awards form must be submitted to the committee showing the employee ' s name , classification, depart- ment and social security number. This information is for identi- fication purposes and will not be relayed, for evaluation, to the affected department . Suggestion should: (a) Describe present problems or process concerned . (b ) Describe suggested remedial action. (c) Describe cost/benefits of new system. How much will it save the city? Over what period of time? How much to imple- ment change? Other than costs , what benefits accrue to the city under suggestion; safety, morale , communications , public relations, etc . ? s Res.
