A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH REQUESTING THE UNITED
STATES CONGRESS TO APPROPRIATE FUNDS FOR
COMPLETION OF THE UNITED STATES CORPS OF
ENGINEERS ' STUDY OF THE FLOOD HAZARD IN THE
SANTA ANA RIVER BASIN
WHEREAS, in 1962 the United States Corps of Engineers
was requested to study the potential flood hazard from runoff
in the Santa Ana River drainage area, said study to be
finished by 1969 so that action could be taken to avoid a
potential disaster; and
Preliminary reports from such study indicate that the
Santa Ana River channel now has a capacity of only 35, 000
cubic feet of water per second and is inadequate to contain
the estimated 150, 000 cubic feet of water per second expected
in a two hundred-year or "standard project flood" ; and
A standard project flood would cover nearly all of the
cities of Anaheim, Fountain Valley, Garden Grove, Huntington
Beach and Westminster and parts of Buena Park, Costa Mesa,
Newport Beach, Orange, Santa Ana and Seal Beach with flood
waters from two to seven feet deep and would affect the homes
of 900,000 persons ; and
No action has been taken during the last five years due
to inadequate funding by Congress , and the United States
Corps of Engineers expects , at the current rate of progress,
it will be twenty years before Orange County can achieve flood
control protection,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Huntington Beach that , for the reasons above
stated, the United States Congress is requested to appropriate
sufficient funds for completion and expedition of an emergency
study by the United States Corps of Engineers of the flood

tation of flood control measures necessary to control future
flooding.
BE IT FURTHER RESOLVED that the City Clerk is directed to
transmit copies of this resolution to the appropriate repre-
sentatives in the federal government .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 5th
day of February 1973 .
