HomeMy WebLinkAboutCity Council - 3720 RESOLUTION NO. 3720 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING EXPANSION OF CON- TRACT WITH ORANGE COUNTY FOR ALCOHOL AND TRAFFIC SAFETY INCREASED LAW ENFORCEMENT WHEREAS, pursuant to Resolution No . 3561, adopted September 5, 1972, the City Council entered into a contract with the County of Orange to combat the problem of drunk driving and related accidents; and City wishes to expand such law enforcement program, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that the Mayor and City Clerk are authorized and directed to execute amendment to contract entitled, "Orange County Alcohol and Traffic Safety Increased Law Enforcement . " PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 16th day of July, 1973. ay or ATTEST: , TOiORMPROV �A Cy Attorney DON ZBy City Clerk Assistant City Attorney /ahb j AMENDMENT TO CONTRACT ORANGE COUNTY ALCOHOL AND TRAFFIC SAFETY INCREASED LAW ENFORCEMENT The agreement entered into on January 2, 1973 , between the County of Orange and the City of Huntington Beach , is amended as follows : Paragraph 2. STATEMENT OF WORK: The Contractor shall : A. Assign police officers to work a total of eighty man-hours per week exclusively on arresting drinking drivers , except (1 ) in the event of a riot, (2) to back up an officer in trouble ; or (3) when another crime is committed in their presence. S�iocc On a yearly basis there s* er44, be an average of at least one drinking-driver arrest per eight man-hours . B. Increase the 1971 drinking driver arrest rate through the utilization of the additional eighty hours of police activity. C. Make available all equipment incidental to the arrest of drinking drivers . D. Coordinate with the District Attorney' s office regarding additional training in evidential requirements . Page 2. E . Assist the Administrator in developing new legis- lation in the field of drinking drivers . F. Provide the Administrator with statistics regarding drinking driver arrests and accidents . Paragraph 4. COSTS AND EXPENSES : The contractor shall provide services as detailed in Section 2. , STATEMENT OF WORK and shall be reimbursed within the following budgetary limitations and requirements . Salaries • FY FY 1973-74 1974-75 2 Police Officers $39,736 $42,693 $ 8.41 Hourly/per Hour Maximum Rate (7 . 5% Increase per Year) Employee Benefits: 10% of Salaries $3 ,973 $4,269 Total : $43,709 $46,962 Paragraph 5. COST LIMITATION: Total expenditures made under this contract shall not exceed the sum of Ninety thousand Six-hundred and seventy-one dollars ($90,671 ) . Paragraph 6. PAYMENT: The Contractor shall be reimbursed monthly in arrears for expenses upon the submission of detailed invoices prepared in triplicate and delivered to the Administrator. The payment of wages and salaries by Contractor shall be in accordance with the Contractor' s payment schedules and practices and subject to all applicable State and Federal laws . The County of Orange � Page 3. shall retain ten percent (10%) of the final three months payments which retention shall be paid to the Contractor upon acceptance by the Administrator and the Office of Traffic Safety of the satisfactory final reports . • Page 4.
