HomeMy WebLinkAboutCity Council - 3732 RESOLUTION NO. 3732 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH IN SUPPORT OF SENATE CONSTI- TUTIONAL AMENDMENT NO. 1 RELATING TO REAPPOR- TIONMENT OF LEGISLATIVE AND CONGRESSIONAL DIS- TRICTS WHEREAS, for two and one-half years the state legislature has sought a solution to the problem of reapportionment of legislative and congres- sional districts; and A major block to a satisfactory resolution is the tendency to gerry- mander and the legislators' self-interest in the outcome; and Senator Arlen Gregorio has taken cognizance of the inherent difficulties facing the legislature in dealing with reapportionment, and has introduced Senate Constitutional Amendment No. 1 with bipartisan support in both houses; and Such constitutional amendment provides for an independent reappor- tionment commission, chosen by lot from a panel proposed by the state Supreme Court, mandated to create legislative and congressional districts as nearly equal in population as possible, while giving due consideration to the preservation of communities of interest and natural and civil boundaries; and Such nineteen-member commission would be required to hold public hearings on its tentative plan, and submit a final plan subject only to 1. referendum or a court test of constitutionality, and if the committee failed in its goal for any reason, reapportionment would be accomplished by the state Supreme Court, NOW, THEREFORE, the City Council of the City of Huntington Beach finds that Senate Constitutional Amendment No. 1, introduced by Senator Arlen Gregorio, contains a proper, equitable solution to the problem of reapportionment of legislative and congressional districts, and it does hereby declare its support of such amendment, and urges the state Legis- lature to pass such amendment so that it may be presented to the people at the next election. BE IT FURTHER RESOLVED that the City Clerk is directed to send copies of this resolution to Senator Gregorio and other appropriate mem- bers of the legislature.
