A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ADOPTING THE OBJECTIVES
AND PRINCIPLES OF THE DEVELOPMENT SECTION OF
THE POLICY PLAN FOR THE CITY OF HUNTINGTON
BEACH
WHEREAS , the Citizen' s Steering Committee for Goals and
Objectives has submitted a Policy Plan containing objectives
and principles of the Development Section to the City of
Huntington Beach; and
The City Council held a public hearing on May 7 , 1973
for the purpose of considering recommendations by the Citizen' s
Steering Committee for Goals and Objectives regarding the
Development Section of the Policy Plan as an expression of
the general intention of the City; and
WHEREAS, it is the intention of the City Council to follow
a course of action substantially in compliance with the policy
guidelines; and
WHEREAS , the Policy Plan meets the requirements of the
State Planning Act and the Council on Intergovernmental
Relations (C . I .R. ) guidelines; and
WHEREAS , the Policy Plan establishes goals and objectives
for decisions in areas not covered by the General Plan; and
The City Council desires to adopt such objectives and
principles of the Development Section of the Policy Plan,
NOW, THEREFORE , BE IT RESOLVED by the City Council of the
City of Huntington Beach that the objectives and principles of
the Development Section of the Policy Plan set forth in Exhibit
A attached hereto and by this reference made a part hereof are
hereby adopted .
BE IT FURTHER RESOLVED that Resolution No. 3687 is hereby
rescinded .

SECTION I ,
A POLICY PLAN FOR HUNTINGTON BEACH
C. DEVELOPMENT SECTION
Residential Development
OBJECTIVE
Encourage and maintain a well balanced variety of residential
densities and uncrowded living environments to provide the
highest quality of life for residents of the city.
PRINCIPLES
1 . Reduce the projected population at saturation in residential
zones by a reduction of densities within those zones.
2 . Increase open space requirements in all new developments
3 . Provide for a distribution of population by diversity
of densities throughout the city .
4 . Provide strict legal enforcement of zoning regulations ,
use permits and building codes .
S . Accomplish the above principles through implementation
of a growth policy .
Commercial Development
and Tourism
OBJECTIVES
I . To establish and maintain a well -planned program of
commercial development which would be aesthetically
pleasing , ecologically sound , and economically feasible
to both consumer and supplier .
2 . To promote and encourage the development of services
and facilities oriented toward the tourist industry.
PRINCIPLES
1 . Redevelop the downtown area and provide adequate parking .
2 . Strive to maintain rapport , understanding , and good public
relations with commercial developers and businessmen.

3 . Encourage and integrated hotel and tourist retail oriented
development program.
4 . Control general commerical shopping centers through
zoning reduction.

Development Section
Industrial Development
OBJECTIVE
Seek and encourage industrial development to broaden the city's
economic vase
PRINCIPLES
1 . Work with industry to provide proper site planning that will
provide for expansion and future needs
2 . Encourage industrial development in several dispersed
industrial parks .
3. Provide for proper location of land uses both within and
adjacent to industrial areas. Buffer and transition
standards should be established .
4 . Establish rigid environmental standards .
S . Provide access to industrial areas by all available forms
of transportation without disturbing surrounding land
uses .
(� 6. Carefully re-evaluate the location of areas zoned for
industrial development .
Transportation and Circulation
OBJECTIVES
Provide an efficient transportation system that considers city
and regional master planning and anticipated growth .
PRINCIPLES
1 . Develop a system of streets and highways that will :
a. Provide safe access to and circulation within
neighborhoods .
b . Provide for miniaLum disturbance to residential areas
from through traffic.
c . Be coordinated with the county' s master plan of arterial
streets and highways.
d. Be coordinated with trails and greenbelts .
e . Control pedestrian access to the arterial streets

2 . Consider the applicability of mass transportation systems to
1 Huntington Beach in coordination with regional mass transit
systems .
3. Ensure adequate parking areas throughout the city,
4 . Provide for adequate maintenance and protection of water-
ways as transportation and recreation facilities .
S . Provide for adequate truck and rail service to industrial
and commercial areas while providing minimum disturbance
to residential areas .
6. Minimize penetration of the City by freeways and railways .
Annexation
OBJECTIVES
Encompass within city boundaries only those areas with common
interests and which can be efficiently and economically served
by city facilities .
PRINCIPLES
I . Approve and pursue only annexations which
a . Will contribute to the accomplishment of Huntington
Beach Master Plan Objectives
b . Will "square off" city limits at the San Mega
Freeway , Santa Ana River, Pacific Ocean , and the
Naval Weapons Station.
c . Will not dilute the existing tax bane .
d : Will not place a burden on existing city facilities .
e. Will meet all municipal codes .

2 . Use preplanning of unincorporated territory to assure
that annexed areas
a . Are developed in compatibilitti with surrounding
neighborhoods,.
b. Do <,ot create unnecessaryy hardships on property
owners in proximity to t}te annexed areas .

C . Provide sufficient tax base to assure that the
area will not cause tax increases for current
residents within the city.

3. During pre-planning for annexation, developers of un-
incorporated areas should be required to show to the
public all their accumulated information on ecological
impacts of the whole area, including those studies
required by Federal , State, and County jurisdictions .
4. Historically important sites within an annexed area
should be considered for dedication to public use or
public ownership.
S. Federal and State grants should be southt to develop
property which is within the annexed area.
b. Discussions should be pursued with adjacent counity
leadership to integrate their goals with those of
Huntington Beach .

Fiscal Planning.
A OBJECTIVES
Provide a fiscal planning process for Hurit. i t; .. too reach that

reflected in the master plan, and is recognized as
being the fundamental meant of gaining' tii0se objectives .
The City budget is a shorter range budgetink, process
consistent with the fiscal plan .

PRINCIPLES
1 . Make thf� fiscal planning process and tho City' s master plan
consistent . Both should be formally updated and reviewed
annually .
2 . Use the fiscal planning process to estimate thv iinanci al
impact of potential changes to the City ' s master plan .
3 . The City ' s Fiscal Plan should project the reve utc s and
expenditures , both capital and operating , to he expected
given that. the City devQ lops at the prey:'r i hed („ i ttisun )
rate and in accordance with the master plan . Stich pro vc•t tons
should be made for at least five (5) years into the future.

4. Insofar as practicable , costs of services should be
offset by revenue generated from that service.
S . The Plan should, through properly designed programs
of taxation (including incentives) and spending (in
some cases as subsidy) , provide the proper combination
of incentives and disincentives to cause the City to
develop in the desired manner.
6 . Ensure the continuing critical review of all expendiatures,
both operating and capital , to-ensure that they are both
needed and adequate using, for example, such techniques as
the Planning Programming Budgeting in addition to
departmental/functional budgeting and control .
7 . Develop and maintain a 20 year or longer capital
requirements forecast . Assess the long term impact
of proposed changes on the City' s operation. Capital
improvements should be funded by bonds or development
fees .
S . Ensure that the taxation plan always considers the four

9. Is sufficiently flexible to adapt to changing conditions ,
yet sufficiently rigorous to ensure its integrity:

objectives where the district furthers vaster plan
provisions .
RESOLUTION NO. 1121
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF HUNTINGTON BEACH, CALIFORNIA ADOPTING
THE OBJECTIVES AND PRINCIPLES OF THE ENVIRONMENT
AND RESOURCES SECTION OF THE POLICY PLAN.
WHEREAS , the Planning Commission of the City of
Huntington Beach desires to adopt the Objectives and
Principles of the Environment and Resources Section
of the Policy Plan;
WHEREAS , the Citizen' s Steering Committee for
Goals and Objectives have submitted a Policy Plan to
the City of Huntington Beach; and
WHEREAS, a public hearing was held on June 5 , 1973
on the Environment and Resources Section of said Policy
Plan report which includes a statement of Objectives and
Principles in each of the following sections :
1 . Community Appearance
2 . Parks , Recreation and Open Space
3. Natural Resources
4 . Shoreline
NOW, THEREFORE, BE IT RESOLVED, that the Objectives
and Principles as set forth in these sections as amended
by the Citizen' s Steering Committed and Planning Commis-
sion are hereby adopted for inclusion as a part of the
Master Plan for the City of Huntington Beach .
PASSED AND ADOPTED by the Planning Commission of
the City of Huntington Beach, California on the Sth day
of June , 1973 by the following roll call vote :
