HomeMy WebLinkAboutCity Council - 3772 RESOLUTION NO. 3772 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING A SAFETY POLICY FOR THE CITY OF HUNTINGTON BEACH WHEREAS, the City of Huntington Beach is desirous of developing a safety policy in order to maintain a comprehensive continuous preventative and protective program for preventing injury , sickness , disease, death, work interruption, fire damage, destruction of equipment , materials and property; and WHEREAS, a safety policy has been developed in order to stimulate the interest and assure the participation of manage- ment, supervisors and other personnel in health, safety, fire prevention and protection and other public safety matters , NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach hereby adopts the attached Safety Policy to accomplish such aims . PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the lst day of October, 1973 . DEPARTMENT SAFETY POLICY City Administration The City Administration shall encourage and facilitate the elimination or" control of all accidents , health, fire and occupational hazards associated with its activities in order to: 1. Maintain the health of all its employees 2. Prevent injury, sickness , disease, death, work interruption, fire damage, destruction of equipment, materials and property. Comprehensive continuous preventative and protective programs shall be developed and maintained as appropriate throughout all activities and operations subject to direction or control. These programs shell be designed to: 1. Stimulate the interest and assure the participation of management, supervisors , and other personnel in health, safety, fire prevention and protection, and public safety matters . 2. Take cognizance of the experience and accumulated knowledge of national health and safety organizations . 3 . To avoid accidents with their attending suffering, Toss of time, and possible impairment of earning power. Dep2 rtmen t Heads_, S upervis ors Each department head shall hold a meeting with his supervisors at least once a month to review safety policies and specific situations . Each department head is expected to carry out the City's safety policy effectively, and is expected to: 1 . Develop and implement a safety program and insure its effective application in his department. 2. Give full support to all safety activities . 3 . Review accident reports in order to keep informed on the accident record and take appropriate action when accident trends are unfavorable. 4 . Investigate serious accidents personally to satisfy himself that accident causes are being investigated and proper corrective action is taken. 5 . When new operations are installed or new tools , equipment and new materials are introduced into his operation. Insure that all safety standards are met . i 6 . Personally inspect all first aid equipment and supplies periodically to insure that they are maintained in good medical condition. He shall encourage supervisors and employees to take first aid training. 7. Give leadership and direction in the administration of safety activities, fair consideration to all recommendations, and interpret policies and support them as an example to those in lower levels . 8 . Maintain records and make special studies of trends and changes in accident frequency and severity, and issue reports as appropriate. 9. Advise Administration of procedures and methods of improving the accident prevention program. 10. Department safety meetings should be concerned with a discussion of recent accidents , causes and preventive measures. It is here that the most useful safety suggestions should originate. No such recommendation should be rejected out- of-hand, but should be accepted and given serious consideration. Each first line supervisor is personally responsible for the safety of all employees reporting to him. Personnel Department i The Personnel Department shall maintain all official records and files related to job incurred illnesses and injuries . Accident reports are prepared and submitted as required. Safety information, films and other materials, needed may be obtained through the Personnel Department. The Personnel Department coordinates the Employees ' Accident Prevention Program through the Safety Coordinator. The Personnel Department maintains a control system for reports, recording of accidents , procedures that preclude the injuried employee 's return to work without a medical ' release stating that he is able to do the work. The Safety Coordinator shall : 1 . Assist departments in establishing and maintaining proper standards for housekeeping, guarding of machinery, use of personal protective equipment, and procedures for safe handling of material and supplies on all jobs , 2. Inspect regularly all city property, equipment, material, machines and operations to determine unsafe conditions and practices and report same suggesting corrective measures for each. 3 . Assist supervisors in the investigation of accidents to determine causes so corrective action can be taken to prevent recurrences . i i 4. Assist supervisors in educating all employees in the use of guards , protective clothing, and safe working procedures. 5. Assist department heads with safety materials needed for safety meetings. 6 . Assist the supervisors in the performance of their safety responsibilities by keeping them abreast of pertinent information by the use of movies , safety information memos , booklets, rules, posters , hAndbooks , and other safety materials . 7. Maintain records by departments, awake special studies of trends and changes in accident frequency and severity, and issue reports to Administration and department heads . 8. Advise Administration and department heads on procedures and methods of imporving the Accident Prevention Programs effectiveness . Res.
