HomeMy WebLinkAboutCity Council - 3899 RESOLUTION NO. 3899 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CONCERNING THE NEED FOR STATE TAX RELIEF TO IMPLEME� THE CONSERVATION AND OPEN SPACE ELEMEN77 OF GENERAL PLANS WHEREAS, on April 30, 1974, the Orange County Planning Commission approved a Resolution concerning the need for state tax relief to implement the conservation and open space elements of general plans; and Sections 65302(d) and (e) , 65560, 65561, 65562 and 65563 of the California Government Code require all city and county general plans to include conservation and open space elements; and The state legislature finds and declares in said Govern- ment Code Sections that the preservation of open space land is necessary, that premature and unnecessary conversion of open space to urban uses should be discouraged, and that orderly growth and development of the state and the preservation and conservation of its resources is necessary; and Existing property tax assessment policies operate contrary to these declared intents; that, instead, they encourage and force the premature conversion of open space to urban uses and hinder the orderly growth and development of the state to the detriment of the general health, safety and welfare of the populace, and Assessment and taxation policies are the key factors in realistic implementation of conservation and open space plans and in the promotion of an orderly pattern of growth; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach will encourage the state legislature to enact laws to effect property tax assessment policies which will support and promote the conservation and open space as declared in the Government Code, Sections 65302(d) and (e) , 1. /k 65560 , 65561, 65562 and 65563. BE IT FURTHER RESOLVED that copies of this Resolution be sent to the Orange County Board of Supervisors, representatives in the state Assembly and Senate, to the Governor of California, agricultural and open space and conservation organizations, seek- ing their support for this tax assessment reform that will accrue to the benefit of the populace of the State of California.
