A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING
AN ADDENDUM TO MEMORANDUM OF AGREEMENT WITH
THE HUNTINGTON BEACH MARINE SAFETY OFFICERS
ASSOCIATION
The City Council of the City of Huntington Beach resolves
as follows :
The Addendum to Memorandum of Agreement between the City
of Huntington Beach and the Huntington Beach Marine Safety
Officers Association, a copy of which with its exhibits is
attached hereto and by reference made a part hereof, is
hereby approved and ratified and ordered implemented in
accordance with the terms and conditions thereof.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 5th
day of August, 1974 .

ADDENDUM TO MEMORANDUM OF AGREEMENT
(RESOLUTION NO. 3510)
BETWEEN
THE CITY OF HUNTINGTON BEACH, CALIFORNIA
Hereinafter called CITY
AND
THE HUNTINGTON BEACH SURF LIFE SAVING ASSOCIATION
Which title has since been changed
to MARINE SAFETY OFFICERS ASSOC .
Hereinafter called ASSOCIATION or
MSOA
PREAMBLE
This Addendum is to the Memorandum of Agreement dated
June 19 , 1972 , by and between the parties hereto . It was
reached and prepared after meeting and conferring in good
faith between the CITY and ASSOCIATION, pursuant to the
provisions of Government Code Sections 3500 through 3510
and Resolutions No . 3335 and No . 3461 .
ARTICLE I
DEPENDENT GROUP INSURANCE PREMIUMS
Upon completion of three years service as Huntington
Beach Marine Safety personnel , group insurance premiums for
dependent medical coverage will be paid by the City of
Huntington Beach, effective August 1 , 1974 .
ARTICLE II
SICK LEAVE
As of July 31 , 1974 , all sick leave accumulation shall
be frozen for purposes of payoff upon termination and no
additional time will be accumulated. Salary continuation
for approved sick leave is covered below under Article III
Income Protection Plan
Accumulated sick leave as of July 31 , 1974, will be paid off
as follows : nothing will be paid for sick leave accumulation
up to 480 hours . Accumulated hours from 480 to 720 will be paid
off at 45% of their value based on earning rate as of July 31 ,
1974. Hours in excess of 720 will be paid off at 70% of their
value based on earning rate as of July 31, 1974.
The payoff for accumulated sick leave as described may be
taken at termination, or one half the amount payable may be taken
August 1 , 1974 , and the other half July 1 , 1975 .
ARTICLE III
INCOME PROTECTION PLAN
A long term disability program effective August 1, 1974 ,
will be provided by the CITY for Marine Safety personnel for
each authorized incident when they are unable to work due to
illness or injury which is either job related or non-job related.
This program will provide for regular pay up to 60 calendar days
at the regular earning rate of his regular job including any
education pay but excluding overtime and other special pay in
effect at the time of illness or injury. After the 60 calendar
day period paid by the CITY, the employee will be covered by an
insurance plan provided by the CITY, which will continue to pay
2/3 of the regular salary, excluding overtime, education incentive
pay and any special pay, up to a maximum of $1500 a month for a
maximum period of two years . Details of plan are outlined in
attached Exhibit A.

ARTICLE IV
MEDICAL INSURANCE
The group insurance carrier for the MARINE SAFETY
ASSOCIATION will be changed from Blue Cross to California
Physicians Insurance Corporation effective August 1 , 1974 .
Coverages under this plan include maternity coverage as
outlined in attached Exhibit B.
ARTICLE V
DENTAL COVERAGE
A City-paid Dental Plan for employees only will be
implemented January 1 , 1975 . The plan will be finalized
by November 1, 1974.
ARTICLE VI
PRIOR MEMORANDUMS
The terms and conditions of prior Memorandums of
Understanding between the ASSOCIATION and CITY shall continue
for the. term of this Addendum to the Memorandum of Agreement
dated June 19 , 1972 , unless expressly modified by this
Addendum to said Memorandum of Agreement.
ARTICLE VII
TERMS OF ADDENDUM TO MEMORANDUM OF AGREEMENT
DATED JUNE 19, 1972
This Addendum to Memorandum of Agreement dated June 19 ,
1972 , shall be in effect for a term commencing August 1 , 1974 ,
and ending June 30 , 1975 .

ARTICLE VIII
CITY COUNCIL APPROVAL
It is the understanding of the CITY and ASSOCIATION
that this Addendum to Memorandum of Agreement dated June 19 ,
1974 , is of no force and effect whatsoever unless or until
ratified and approved by resolution in accordance with
Section 8 , Resolution No . 3335 and Resolution No . 3461 .
IN WITNESS WHEREOF , the parties hereto have caused this
Addendum to Memorandum of Agreement to be executed this

Days and months refer to calendar days and months .
Plan integrated with Workmen' s Compensation, Social Security and other
non-private program benefits to which entitled.
Disability defined as the inability to perform all of the duties of
regular occupation during two years and thereafter the inability to
engage in any employment or occupation for which he is fitted by
reason of education, training or experience.
Rehabilitation benefits are provided in the event the individual ,
due to disability, must engage in other occupation. Plan will
provide 66 2/3% of difference between regular pay and pay of
other occupation.
Survivors benefit continues plan payment for 3 months beyond death.
