A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH URGING THE HONORABLE
ERNEST F. HOLLINGS OF THE UNITED STATES SENATE
TO HOLD HEARINGS IN SOUTHERN CALIFORNIA FOR
THE NATIONAL OCEAN POLICY STUDY
WHEREAS, the Federal Government is preparing to open
tracts immediately off the Southern California coast to bid-
ding and leasing for oil drilling; and
Such program entails the preparation of environmental
impact reports, the holding of public hearings and leasing to
be completed by May, 1975; and
Such Federal program may conflict with the California
Coastal Zone Conservation Plan for the management and control
of activities affecting the California coast, presently scheduled
for completion in 1976; and
The leasing of tracts by the Department of the Interior
in the Channel Islands, together with proposals from the oil
industry pose additional problems for consideration; and
The holding of hearings by The Honorable Ernest F. Hollings
of the United States Senate with respect to his National Ocean
Policy Study may be of great assistance in resolving some
of the problems confronting the State of California in this
area,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does invite The Honorable
Ernest F. Hollings to hold hearings on his National Ocean
Policy Study in the Los Angeles area so that the interested
citizens of the State of California may be kept abreast of
developments as related to Federal offshore drilling proposals
for the Southern California coastline.

vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 5th day
