RESOLUTION NO. 3947
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH AUTHORIZING PARTICIPATION
IN THE ORANGE COUNTY CONSOLIDATED RECORDS
SYSTEM
WHEREAS, the City of Huntington Beach desires to partici-
pate with the City of Santa Ana in that certain project desig-
nated as the Orange County Consolidated Records System to be
funded in part from funds made available through the Omnibus
Crime Control and Safe Streets Act of 1968, PL 90-355, as
amended, PL 91-644, (hereafter referred to as the Safe Streets
Act ) administered by the California Council on Criminal Justice;
and
An expenditure of One Thousand Three Hundred Fifty-nine
and 83/100ths Dollars ($1,359. 83 ) in matching fundings (based
on the percentage of county population) is required from the
City of Huntington Beach,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does authorize the participa-
tion in that certain project designated as the Orange County
Consolidated Records System, and that upon and after execution
by the City of Santa Ana of the Grant Award Contract for law
enforcement purposes, and receipt by the City of Huntington
Beach of a certified copy of such executed contract, the City of
Huntington Beach agrees to deposit its matching funds in the sum
of One Thousand Three Hundred Fifty-nine and 83/100ths Dollars
($1,359. 83 ) .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 3rd
day of September, 1974 .

The Ultimate purpose or goal of- this project is the design, development and -im plealentation-
oT a consolidated,* automat'ed document storage and retrieval system .(DSAR) and related ind--x(vs)
for all participating municipal law enforcement 'agencies in Orange County. The proposed DSAR
sirst-n will provide more cost-effective and efficient records handling procedures in three (3)
critical arias of concern: - 0 ) Data Processing, including increased speed.and efficiency pf
reccrds processing, storage and retrieval ; reduced expenditures for indexing and file main-
tenlance, reduced volume; space and costs for conventional file and/or storage facilities, -etc. ;
(2) Data Quality, including improved administrative planning, resource allocation and asse-ss-

1 ) Provide a detailed description and analysis of current police records handling
operations, policies and procedures in Orange County
2) Develop a set of DSAR system operational p"fori,isance requirements and design
specifications in accordance with the information needs and capabilities of
the various user agencies
3) Design, develop, implement and test, in a real-life situation, the comapleteness
and operability of the total DSAR system in supporting the functional requirestints
for law enforcement on a regional basis
Sysre,�,s analysis and design technoligies will be utilized to obtain project objectives,
r;iiestones and schedules. This approach considers the proposed DSAR system as an integral
ccmponent of the total regional criminal justice system, and not merely the reports files
and required procedures for information storage and retrieval. Accordingly, the design of
tie DSAR system will require that (1 ) all necessary data functions are specified; (2) all
functions to be performed by the BAR system are necessary; (3) the functional structure of
Vie DS; R system is clear, operative, and effective; and (4) the economic, organizational
and 'legal limitations imposed upon the system design are identified and adhered to.
A perm.anent DSAR Advisory Committee comprised of representatives from all participating
user aqencies will be established to ensure accomplishment of the technical and adminis-
trative coordination requirements of the project. In addition, the DSAR Advisory Committee
will ba actively involved in establishing a set of DSAP system design specifications and
ITor.i.ance. requirements, as well as the review and approval of all project activities and
um.entati on.
IT is anticipated that the technical expertise necessary to accomplish the established
project objectives and scheduled milestones, including project evaluation, will be pro-

Project Summary
The ultimate purpose or goal of this project is the design,

docu��ent storage and retrieval system ( - l%) and related index(es)
for all participating municipal law enforcement agencies in
Orange County. The proposed D'St?R system „ill provide more cost-
effective and efficient records handling procedures in three (3)
critical areas of concern: (1 ) Data Processing, including
increased speed and efficiency of records processing, storage
and retrievals; reduced expenditures for indexing and file main-
tenance, reduced volume space and costs for conventional file
and/or storage facilties, etc. ; (2) Data duality, including
improved administrative planning, resource allocation and assess-
ment of factors from relevant data necessary for more effective
policy operations; (3) Inforpation Exchange, including improved
inforimation flog and exchange of required source docutentation
by all participating law enforcement- agencies in Orange County.

Accordingly, the design of the DSAR system will require that

effective; and (4) the economic, organizational and legal limi-
tations imposed upon the system design are identified and adhered
to.
A permanent DSAR, Advisory Committee comprised of repre-
sentatives from all participating user agencies will be esta-b-
lished to ensure accomplishrent of the technical and administrative
coordination requirements of the project. In addition, the DSAR,
Advisory Committee will be actively involved in establishing
a set of DSAR system design specifications and performance
requirements, as well as the review and approval of all project
activities and documentation.
It is anticipated that --the technical eXpertise neCeSSar`/
to acco `plish the established project abjec ivas and scheduled
milestones, including project evaluation, will be provided by
contractor services obtained in accordance with the provisions of
the 4ifice of Criminal Justice Planning Fiscal Affairs Manual .
