A RESOLUTION OF THE CITY OF HUNTINGTON
BEACH ENDORSING THE CONTINUATION AND RE-
ENACTMENT BY THE NINETY-FOURTH CONGRESS
OF THE GENERAL REVENUE SHARING PROGRAM
WHEREAS, the City of Huntington Beach has been annually
receiving $1, 000,000 of vitally needed fiscal assistance through
the allocation of federal dollars under the General Revenue
Sharing Program; and
These revenue sharing dollars are received directly from
the federal government with a minimum of federal bureaucratic
red tape which enables the City of Huntington Beach to use their
revenue sharing funds to meet the locally determined priority
needs of the community; and
The citizens of Huntington Beach view their locally elected
officials as being accountable for the expenditure of revenue
sharing dollars, and that such clearly defined accountability
has resulted in increased citizen involvement in identifying
the priority needs of the community; and
The City of Huntington Beach has appropriated $2,000, 000
of revenue sharing funds that have been received during the past
two years as follows :
$623,454 -- Public safety - Construction of harbor
and fire facilities, police vehicles ,
fixed wing aircraft, and fire equipment .
406,023 -- Library - Purchase of Bookmobile replace-
ment, acquisition of library books for
new facility.
214 ,550 -- Public works,- Street improvement .
700,000 -- Land acquisition - Open space and future
fire station site .
The citizens of Huntington Beach are being severely affected
by the spiraling and unprecedented rate of inflation which is
stripping them of their hard-earned income; and

The current inflationary rate of 12 percent is also under-
mining the ability of City Hall to provide essential services
to the community within reasonable and acceptable levels of
local taxation; and
The General Revenue Sharing Program is providing essential
fiscal relief to the devastating impact of inflation; and
The General Revenue Sharing Program which began in 1972
will terminate in 1976 unless the Ninety-fourth Congress , which
is being elected this November and will convene in January of
1975, authorizes an extension of the General Revenue Sharing
Program; and
The termination of the General Revenue Sharing Program will
place the City of Huntington Beach in the untenable position of
either having to decrease essential community services by 5
percent or raise taxes by 12 percent.
NOW, THEREFORE, BE IT RESOLVED that the City of Huntington
Beach, speaking through its locally elected Council and Mayor,
unanimously endorses the continuation of the General Revenue
Sharing Program and calls upon the Ninety-fourth Congress to
reenact the General Revenue Sharing Program in order to insure
that vitally needed federal assistance will be provided to the
City of Huntington Beach.
BE IT FURTHER RESOLVED that the candidates for the United
States House of Representatives from the Thirty-second (new
Thirty-fourth) and Thirty-ninth (new Fortieth) Districts and the
candidates for the United States Senate be requested to publicly
state their support for the reenactment of the General Revenue
Sharing Program in order for the citizens of Huntington Beach to
be informed of their commitment, or lack thereof, to this essential
federal assistance program.
AND BE IT FURTHER RESOLVED that a copy of this resolution
be immediately forwarded to the following Congressional candidates :
Mr. William Bond Mr. Alan Cranston
Mr. Mark Hannaford Mr. Andrew Hinshaw
Mr. H. L. Richardson Mr. Roderick Wilson

and that a public written response be immediately requested from
each candidate which clearly states his position on the continuation
of the General Revenue Sharing Program.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular adjourned meeting thereof held
on the 9th day of September, 1974.

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular adjourned meeting thereof held on the 9th day
