A RESOLUTION OF THE CITY OF HUNTINGTON BEACH
OPPOSING THE DRAFT GUIDELINES FOR A TRANSPOR-
TATION DEVELOPMENT PROGRAM
WHEREAS, the 1973 Highway Act states: "It is the National
Policy that to the maximum extent possible the procedures to be
utilized by the Secretary for carrying out this title shall
encourage the substantial minimization of paperwork and inter-
agency decision procedures and the best use of available manpower
and funds so as to prevent needless duplication and unnecessary
delays at all levels of government . "; and
The 1973 Highway Act also provides that the responsible,
local official shall determine urban route selection, choice of
mode, establishment of priorities, and consideration of funding
sources; and
The Federal Highway Administration and the Urban Mass Transit
Administration (FHWA/UMTA) , through the promulgation of new
federal guidelines, proposes a new decision-making process called
the Transportation Development Program (TDP) for the Federal-Aid
Transportation Program in California; and
The proposed FHWA/UMTA guidelines will require local agencies
to submit an inordinate amount of detail regarding projects of
purely local significance; and
The FHWA/UMTA proposal will remove the local decision-making
process from cities and counties and vest it in a regional trans-
portation planning agency (SCAG) ; and
The urbanized cities and counties now have or are developing
allocation and implementation procedures for administering the
Federal-Aid Urban Program that are to be approved by the State and
the FHWA; and
These procedures are being developed to minimize red tape and
to ensure the effective use of Federal-Aid Urban funds on signifi-
cant projects as determined by the cities and counties; and

These procedures allow the cities and counties to determine
the proper modes of transportation, to establish priorities, to
realize an equitable distribution of funds, and to consider funding
sources.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach opposes the FHWA/UMTA' s proposed Trans-
portation Development Plan which vests the authority to select
projects and establish transportation priorities with a regional
transportation planning agency, which will increase the maze of
red tape necessary to process a federally funded project, and will
effectively reduce the local agency' s ability to respond to matters
of purely local interest.
BE IT FURTHER RESOLVED that the City Council of the City of
Huntington Beach urges the FHWA/UMTA to work with each of the
urbanized areas to develop a short-range transportation improvement
program procedure that would be applicable to each urbanized area.
AND BE IT FURTHER RESOLVED that copies of this resolution be
sent to the League of California Cities, County Supervisors

Association of California, Orange County Board of Supervisors,
Southern California Association of Governments, Congressional and
State Legislature delegations, and the State Secretary of Trans-
portation.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 16th day of September,
1974.

vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 16th day
