A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ENDORSING PROPOSITION 1, THE
SCHOOL EARTHQUAKE SAFETY AND BUILDING AID BOND
ISSUE ON THE NOVEMBER 5, 1974 BALLOT
WHEREAS, Proposition 1, the School Earthquake Safety and
Building Aid Bond issue on the November 5 statewide ballot, will
make available $50 million in low-cost state loans for the replace-
ment or rehabilitation of unsafe school buildings ; and
It is mandatory, under the Field Act, that all school
buildings deemed unsafe in future earthquakes be no longer used
for classroom instruction after June 30, 1975 ; and
Proposition 1 will also make available $100 million in state
loans to school districts which have grown so rapidly that they
have exhausted their local bonding capabilities ; and
Delay in building necessary classrooms will result in greatly
increased future costs because of the inflationary spiral, and
in educationally harmful overcrowding until such classrooms are
constructed; and
Only those school districts which borrow Proposition 1 funds
from the state will be obligated to repay these loans ; and
This measure will pump sorely needed funds into the economy
to create additional employment throughout the state of California,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach does hereby endorse Proposition 1 and
recommend its passage to all California voters on November 5,
1974 .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th
day of October, 1974 .
