A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ESTABLISHING THE HUNTINGTON
BEACH ECONOMIC ADVISORY COMMISSION
WHEREAS, the City Council of the City of Huntington Beach
recognizes the importance of economic matters with regard to
the proper functioning of city government and the well-being
of the citizens of Huntington Beach; and
WHEREAS, the city desires to establish an Economic Advisory
Commission to assist the city with reference to economic and
financial matters ,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
SECTION 1 . ECONOMIC ADVISORY COMMISSION. There is hereby
created for the City of Huntington Beach the Huntington Beach
Economic Advisory Commission, hereinafter referred to as the
"Economic Advisory Commission."
SECTION 2 . COMPOSITION AND APPOINTMENT OF MEMBERS. The
Economic Advisory Commission shall consist of seven (7) members
who must be residents of the city of Huntington Beach and must
continue to reside in the city in order to continue such member-
ship . The City Council has the option to change members at any
time or to renew their appointments by motion of the City Council,
adopted by the affirmative votes of the total membership thereof.
The members of the Commission shall serve for terms of
four years , except that the initial terms shall include three
members with two year terms for the first term only so that the
terms shall be staggered thereafter. The initial two year terms
shall expire October 13 1976; the four year terms , October 1,
1978. All members shall serve without compensation and none
shall hold any office or employment in the city government .

SECTION 3 . REMOVAL OF MEMBERS . Any member of the Economic
Advisory Commission, including the chairman, shall be subject
to removal by motion of the City Council, adopted by at least
four (4) affirmative votes . The membership of any member of the
Economic Advisory Commission shall be vacated if such member absents
himself from three ( 3) consecutive regular meetings of the Economic
Advisory Commission, unless by permission of such Commission, or
ceases to continue to comply with the requirements of new members
as to residence .
SECTION 4 . BYLAWS . The Economic Advisory Commission may
adopt bylaws and rules , as it deems necessary for the selection
of its officers , the time and place of its meetings, and such other
matters relative to its work and administration of its duties
which are not otherwise provided for by this resolution.
SECTION 5. PURPOSE OF THE COMMISSION. The Economic Advisory
Commission may advise the Council on matters of finance, potential
sources of revenue and other matters which bear on the budgetary
and capital needs of the city .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th
day of October, 1974 .

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 7th day
of October , 19 74 by the following vote:
