A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH REQUESTING THE UNITED
STATES DEPARTMENT OF THE INTERIOR TO ASSESS
AND DISSEMINATE ALL ENVIRONMENTAL IMPACT
STATEMENTS ON OFFSHORE DRILLING OFF THE COAST
OF SOUTHERN CALIFORNIA
WHEREAS, the Federal government proposes to lease 1. 5
million acres off the coast of Southern California for the
purposes of oil drilling; and
Many articles in the newspapers have pointed out parts
of the draft Environmental Impact Statement which state that
such offshore drilling may result in oil spills which will
endanger the ecology and perhaps contaminate many of the
beach areas so that they can no longer be used as recreational
areas; and
Local agencies which will be affected by such offshore
drilling should be afforded an opportunity to review the draft
Environmental Impact Statement so that significant facts
pertaining to adverse economic and ecological effects on local
areas can be brought to the attention of the Department of the
Interior; and
Local agencies have not been given proper notice of the
public hearings, scheduled to begin the week of November 18,
1974, to be held in Los Angeles ; and
At least forty-five days is needed to evaluate the draft
Environmental Impact Statement to determine the adverse effects
on the local environment ; and
Any oil spillage which might result in the closing of
Huntington Beach's recreational areas would have a signifi-
cant adverse effect on the city' s economy,

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it urgently requests the United
States Department of the Interior to make available copies of
the draft Environmental Impact Statement with respect to the
effects of offshore oil drilling on the coastal areas of
Southern California, and that local agencies be afforded time
to evaluate such draft Environmental Impact Statement and make
appropriate comments thereon.
BE IT FURTHER RESOLVED that if offshore drilling is per-
mitted, certain safeguards and precautions should be in-
stituted and enforced to ensure that adverse effects on
wild life and recreational areas will be minimal, if any.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to furnish copy of this resolution to the following
agency:

PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 4th
day of November, 1974.
