A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH MODIFYING CRITERIA FOR
DETERMINING ALLOCATION OF FEDERAL REVENUE
SHARING FUNDS SET FORTH IN RESOLUTION NO . 3718
WHEREAS, Resolution No. 3718 adopted by the City Council
on July 16, 1973, provided among other things that revenue
sharing funds shall not be used for city general operating
costs ; and
The existing depressed fiscal condition of the city and
the national economy generally requires a modification of such
policy to permit use of unencumbered or unobligated revenue
sharing funds for general operating costs of the city,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Huntington Beach as follows :
1. That the criteria which shall be considered when
determining allocation of federal revenue sharing funds by the
city as set forth in the said Resolution No . 3718 are modified
to permit the use for general operating costs of the city of
presently unencumbered or unobligated revenue sharing funds .
2 . That a freeze effective immediately is imposed on
all presently unencumbered or unobligated revenue sharing funds
and that such freeze shall continue through June 30, 1975.
3 . That before any revenue sharing funds are spent or
transferred to the general fund, the City Council shall be
apprised of the exact purpose for which the funds are to be used.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at an adjourned regular meeting thereof held
on the 9th day of December, 1974.
