A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH SETTING FORTH RULES AND
REGULATIONS THAT GOVERN THE RESERVE POLICE
FORCE AND REPEALING RESOLUTION NO. 3972 AND
ALL OTHER RESOLUTIONS IN CONFLICT HEREWITH
WHEREAS, by Resolution No . 3972 adopted October 21, 1974,
the City Council provided for the organization of a Reserve
Police Force and the rules and regulations of said Reserve
Police Force; and
The City Council now desires to make changes in the rules
and regulations of the Reserve Police Force .
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows :
SECTION 1 . ORGANIZATION. The reserve force shall be
a volunteer organization, composed of not to exceed fifty (50)
members , which number may be increased or decreased as the City
Council may determine . Members of the reserve force are part
time, noncompetitive employees of the city, as defined in
Resolution No. 3960 . Members shall be subject to all regulations
and orders that are issued to the regular police officers of
the department . Members of the reserve force may be called to
active duty with and for the City of Huntington Beach any time
at the discretion of the Chief of Police , or his delegated
subordinate . During such time , while on active duty, the
reserve member shall receive from the City of Huntington Beach,
an hourly minimum wage as determined by Federal Standards .
SECTION 1-1. The reserve police force shall consist of
two (2) divisions as constituted by assignment, that of:
(a) Reserve Police Officer (Field)
(b ) Reserve Police Officer (Technical)

SECTION 1-2. FIELD OFFICER. The applicant on meeting
the set qualifications and completing the required training
will be assigned to active enforcement duties in the field as
directed by the Chief of Police or his delegated subordinate .
SECTION 1-3 . TECHNICAL OFFICER. The applicant upon
meeting the set qualifications and completing the required
training will be assigned to technical duties utilizing his
special abilities and training as needed by the department .
SECTION 2 . ELIGIBILITY.
(a) Applicant shall be between the ages of twenty-one
(21) and forty-five (45) .
(b) Applicant must receive his appointment before his
forty-fifth (45th) birthday .
(c ) Physical qualifications as set for regular officers
will apply to reserve (field) applicants .
(d) The qualifications for reserve (technical) will be
set by the Chief of Police . The Chief of Police may consider
the occupational specialty of the applicant and the needs of
the Huntington Beach Police Department when setting these
qualifications .
(e) Applicants shall live within reasonable travel time
of the station.
(f) No applicant shall have been convicted of a felony;
but , if he has been convicted of any misdemeanor including a
traffic violation, he shall so state on his application.
SECTION 2-1. RETIREMENT .
(a) Mandatory retirement for reserve (field) is at the
age of fifty-five ( 55) .
(b ) The Chief of Police may waive the mandatory retirement
in the case of reserve (technical) when he determines that the
department would benefit by the reserve 's ( technical) continued
service .
SECTION 3 . APPLICANT.
(a) Reserve Field Officer.
1 . Applicant will be required to execute an application
form to be submitted to the Chief of Police .

2 . Applicant shall take a written and oral examination.
,3. Applicant shall take a physical agility test and
a physical examination by a doctor assigned by the city .
4 . Applicant shall undergo a background investigation.
5. In addition, the Chief of Police may require any
other reasonable testing or selection process he deems necessary
to the selection of reserve candidates .
6 . Successful applicants shall be notified of their
appointment to the reserve academy by mail by the department .
7 . If an applicant is rejected, he shall be entitled
to reapply after (6 ) months .
8 . Applicants shall become recruits as soon as they
receive the oath of office and on written approval by the Chief
of Police . A one-year probationary period will start at that
time .
9 . Recruits shall be photographed and fingerprinted.
(b ) Reserve Technical Officer.
1 . Applicant will be required to execute an application
form to be submitted to the Chief of Police .
2 . Applicant shall take an oral examination.
3 . Applicant shall take a physical examination by a
doctor assigned by the city .
4 . Applicant shall undergo a background investigation.
5 . Successful applicants shall be notified of their
appointment to reserve technical training classes by mail.
6 . If an applicant is rejected, he shall be entitled
to reapply after six ( 6) months .
7 . Applicants shall become recruits on appointment
by the Chief of Police and begin a probationary period immediately .
8 . Recruits shall be photographed and fingerprinted.
SECTION 4 . RECRUITS.
(a) Recruits ( field) shall attend the reserve police
academy for such period of time as determined by the Chief of
Police .
(b ) Any absence from the academy must be explained in
writing to the reserve coordinator.

(c ) Recruits shall wear their uniforms as required by
the academy director.
(d) A recruit shall receive compensation for attending the
academy .
(e) During the academy, recruits are on probation.
(f) Failure to successfully complete the reserve academy
will result in automatic termination from the Huntington Beach
Police Department reserve force .
SECTION 5 . RESERVE MEMBERS . When the recruit has been
accepted for an appointment, and after being sworn in by the
Chief of Police, he shall be issued equipment and articles of
clothing as authorized by the Chief of Police, or his delegated
subordinate .
A reserve officer shall furnish his other equipment
as specified by the department . This equipment shall remain his
personal property .
SECTION 6 . REGULATIONS.
(a) Leaves of absences from the reserve force will be
granted at the discretion of the Chief of Police and must be
approved in addition by the reserve commander and the reserve
coordinator.
Leaves of absence will not be extended beyond a one-year
period unless approved by the Chief of Police .
If a reserve officer is absent beyond the one-year period
without approval of the Chief of Police, termination will be
automatic .
The return of a reserve officer to active duty from a leave
of absence will be subject to eligibility and processing.
(b ) If a reserve officer leaves the reserve force for any
reason, he shall turn in his badge , hat piece, and identification
card. In addition, the reserve officer shall return all uniform
patches and any article of clothing and equipment issued to him
by the department .

(c) A reserve shall be required to work a minimum of:
1. One four-hour assignment per week;
2 . One eight-hour assignment per two weeks; or
3. Any combination of hours totaling sixteen hours per
month .
4 . Exceptions to the sixteen hours minimum require-
ment may be granted by the Chief of Police, or his delegated
subordinate .
Selections of the hours the reserves wish to work will be
scheduled at the monthly meeting by the reserve coordinator.
A reserve shall work that shift if he is scheduled.
(d) A reserve shall work wherever assigned by the depart-
ment .
(e) The reserve who wishes to work more than the mandatory
assigned time may do so but only with the approval of the Chief
of Police or his delegated subordinate .
(f) If a reserve fails to work his assigned schedule
shift , he must be able to furnish valid reason and satisfactorily
explain to the Chief of Police or delegated subordinate . Any
practice of failure to work the minimum number of hours prescribed
will be investigated and may result in dismissal .
(g) It will be mandatory for all reserve police officers
to attend the regularly scheduled monthly meetings of a minimum
of two ( 2) hours . This time shall not be utilized for the
purpose of fulfilling the minimum assigned time. Any failure
to attend will be investigated and may result in dismissal .
(h) A reserve officer' s conduct both on and off duty is
subject to the Huntington Beach Police Department 's Manual of
Rules and Regulations governing the conduct of its police
officers and reserve officers .
SECTION 7 . CHANGE OF REGULATIONS . Nothing contained
herein shall be construed as vesting any right in any recruit
or any reserve officer. The City Council expressly reserves the
right to cancel, modify, amend or add to any part of this entire
resolution.

SECTION 8 . This resolution repeals Resolution No . 3972
and all other resolutions in conflict herewith .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 16th
day of December, 1974 .
