HomeMy WebLinkAboutCity Council - 4074 RESOLUTION NO. 4074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH RECOMMENDING__A REVISION OF THE PRELIMINARY COASTAL PLAN AND AN INVESTIGATION OF POSSIBLE IMPLEMENTATION OF THE LEAGUE OF CITIES COORDINATING COUNCIL IDEA The State Coastal Conservation Commission has developed a Preliminary Coastal Plan for use and protection of the California coast and submitted this plan for review and comments ; and This Preliminary Coastal Plan has been reviewed by City Council , City boards and commissions , and City staff; and the Council has found that while many of the Plan's recommenda- tions are in harmony with the stated goals and policies of the City, many others are unworkable or realistically impos- sible to implement , and many more would impose severe hard- ship on the City and its residents; and Many statements in the Plan regarding the City of Hunt- ington Beach are misleading or incorrect ; and The alternatives for implementation presented in the Plan are inadequate because they would tend to perpetuate the exist- ing unworkable system on the one hand or subvert the original intentions of Proposition 20, on the other; and The California League of Cities has developed an additional implementing alternative of Coordinating Council ' s not con- sidered in the Coastal Plan that would permit local autonomy while protecting State and regional concerns and integrating the single-purpose objectives of the Coastal Plan into a com- prehensive Statewide planning effort; THEREFORE, BE IT RESOLVED, that the City Council of the City of Huntington Beach expresses to the State Coastal Con- servation Commission its dissatisfaction with the Preliminary /k 1. Coastal Plan and recommends that it be revised to reflect the rights and needs of the residents of the coastal areas as well as the needs of the general public, and BE IT FURTHER RESOLVED, that the Coastal Commission investigate and incorporate the Coordinating Council idea proposed by the League of Cities as a means of implementing the Coastal Plan that will ultimately be adopted.
