A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ENDORSING THE EFFORTS OF THE
"VOTE NO" COMMITTEE FOR THE MAY 27 REAL ESTATE
TRANSFER CHARGE CHARTER AMENDMENT AND URGING
VOTERS TO OPPOSE THE CHARTER PROPOSITION
WHEREAS, on May 27 voters of the city of Huntington Beach
are being asked to decide on. a charter amendment proposition
which, if approved, would prohibit the City Council from enacting
a real estate transfer charge; and
The transfer charge was enacted by this City Council in
1974 to aid in balancing the budget without imposing an undue
burden on residents living on fixed incomes ; and
The operation of government would be seriously impaired by
charter prohibitions on specific programs and taxes , monies
which are needed to provide a decent level of service in the
areas of public safety, recreation, sanitation and public works ;
and
The City has trimmed its budget to a level where service
would deteriorate if cut further and many needed purchases and
hiring of employees have been postponed in an effort to ride
out the present financial recession; and
It will be necessary either to raise income to replace the
transfer charge, if the charter amendment is approved, reduce
the level of services , or find other sources of income; and
The "Vote No" Committee has been organized by citizens to
oppose this charter amendment formulated by the real estate
industry locally and statewide,
NOW, THEREFORE, BE IT RESOLVED that the City Council of

the City of Huntington Beach opposes the charter amendment on
the May 27 ballot and endorses the efforts of the "Vote No"
Committee to secure defeat of this measure .
BE IT FURTHER RESOLVED that the City Council urges all
registered voters to go to the polls May 27 and to vote no on
this charter amendment proposition.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 5th
day of May, 1975 .

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 5th day
of May 19 75 by the following vote:
