HomeMy WebLinkAboutCity Council - 4091 RESOLUTION NO . 4091 A RESOLUTION OF THE ORANGE COUNTY CONSORTIUM CITIES RECOMMENDING THAT THE UNITED STATES CONFERENCE OF MAYORS ADOPT A JOINT POSITION TO EXTEND THE FEDERAL AID URBAN SYSTEM PROGRAM WHEREAS, the intent of the Federal Aid Urban System program was to provide highway funds for urban street and highway needs which were not previously eligible for Federal funding; and There appears to be a failure of the program to be admin- istered properly, with some States shifting roads previously funded under the Federal Aid Primary and Secondary Systems programs to the Urban System; and Local decision processes are being ignored in the administra- tion of the program; and Local governments have experienced excessive costs and time delays in complying with Federal and State administrative regulations , and have been required to make large investments from limited funds to prepare projects for uncertain Federal Aid Urban funding; NOW, THEREFORE, BE IT RESOLVED by the Consortium Cities of Orange County, including the cities of Anaheim, Fullerton, Garden Grove, Huntington Beach and Santa Ana, that the annual level of authorization of the Federal Aid Urban System program be increased from $800 million to $1 . 5 billion; and BE IT FURTHER RESOLVED that the administration of the program be changed to provide direct apportionment of money to responsible local officials of general purpose governments ; and BE IT FURTHER RESOLVED that in order to minimize the red tape encountered by local governments , the administration of the program be streamlined to : 1. Allow the Federal government to certify and accept State and local requirements for the purposes of meeting Federal require- ments in areas such as environmental reviews , prevailing wages , /cs 1 and equal employment opportunity, where such State and local laws and procedures are equal to or exceed Federal requirements ; and 2 . Require the Federal government to utilize separate specifications for urban streets and highways which better meet local needs, and not require such projects to meet present Federal highway specifications; and 3 . Provide that project review be by post audit . PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 16th day of June, 1975 .
