HomeMy WebLinkAboutCity Council - 4164 RESOLUTION NO. 4164 A RESOLUTION OF T•HE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH OPPOSING THE ESTABLISHMENT OF A BIKE CENTENNIAL ROUTE ALONG PORTIONS OF PACIFIC COAST HIGHWAY WHEREAS, there has been a marked reduction in the number of bicycle accidents and fatalities in the city of Huntington Beach since the establishment of clearly signed and striped bike routes , and the establishment of a bicycle safety program; and The average speed limit along Pacific Coast Highway is fifty (50) miles per hour, and the average daily traffic within thelcity limits is twenty-two thousand (22 ,000) vehicles per day; and Portions of Pacific Coast Highway, extending from Warner Avenue to the Santa Ana River, have insufficient width to ensure safe movement of cyclists in conjunction with motor vehicles ; and The placement of directional Bike Centennial Route signs along the aforementioned portions of Pacific Coast Highway with- out providing additional safeguards would create a hazardous condition for cyclists; and The City Council believes that an alternative bicycle route would help preserve the health welfare and safety of the citizens of this city, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach, in order to preserve the health, wel- fare and safety of the residents of this city, that it opposes the establishment of a Bike Centennial Route on Pacific Coast Highway between Warner Avenue and the Santa Ana River . BE IT FURTHER RESOLVED that the City Council finds that JOC :ahb 1. ffi an alternative route, as shown on Attachment A, attached hereto and by this reference made a part hereof, would best serve the people of this city, and offer the following advantages to bicyclists (a) A route striped and marked for cyclists ' use; (b) A rest point at Huntington Central Park; (c) Access to a bicentennial display to be located at the city' s civic center building; and (d) An off-street route on the ocean side of Pacific Coast Highway, south of Lake Street to the Santa Ana River. BE IT FURTHER RESOLVED that the City Clerk is directed to furnish copies of this resolution to the California Department of Transportation; the American Revolution Bicentennial Commission; the California Department of Parks and Recreation; and local representatives to the California Legislaturke . PASSED AND ADOPTED by the City Council of the City of Huntington Beach at an adjourned regular meeting thereof held on the 8th day of December, 1975.
