A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH PROTESTING RE-ESTABLISH-
MENT OF SALT MARSHES WITHOUT PROPER ENGINEER-
ING TO CONTROL MOSQUITO BREEDING ON THE UNITED
STATES NAVAL WEAPONS STATION AT SEAL BEACH
WHEREAS, this Council is informed that the United States
Fish and Wildlife Service proposes to reclaim several hun-
dred acres of salt marsh, located on the United States Naval
Weapons Station at Seal Beach; and
That such reclamation is to be done by opening tide gates
and creating new water access points on Case Road but without
the benefit of ditching to allow tidal action which is nec-
essary to prevent stagnant pools of water which are ideal for
breeding mosquitoes; and
A public nuisance was created in 1971 and 1972 by flood-
ing these salt marshes without proper planning for engineering
and maintenance, and it was necessary to control such public
nuisance through the use of chemicals,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does respectfully request the
United States Fish and Wildlife Service to take every pre-
ventive measure in its reclamation of salt marshes , located on
the United States Naval Weapons Station at Seal Beach, to avoid
creating conditions which are conducive to the breeding of
mosquitoes .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 3rd
day of May, 1976 .
