A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AUTHORIZING CERTAIN PUBLIC WORKS
PROJECTS TO BE LET WITHOUT ADVERTISING FOR BIDS
DUE TO URGENT NECESSITY FOR THE PRESERVATION OF
LIFE, HEALTH, OR PROPERTY
WHEREAS, the City Charter Section 1211 provides that f
public
works contracts may be let and purchases made without advertis-
ing for bids if the total amount of the contract or project is
less than $10 ,000 , and if such work shall be deemed by the City
Council to be of urgent necessity for the preservation of life,
health or property, and shall be authorized by the affirmative
vote of at least two-thirds of the total members of the City
Council; and
The Director of Public Works has declared that the following
described projects are of urgent necessity for the preservation
of life, health or property , and recommends City Council ap-
proval for the Public Works Director and Purchasing Officer
to proceed with the purchase of the necessary materials and let
the necessary contracts for said projects without bidding in the
open market; and
The public works projects requiring City Council approval
are described as follows :
1. Installation of flashing beacons , overhead signs , and
crossing protection on Springdale Street at Croupier Drive. These
crossing protection devices will warn traffic on Springdale Street
of the school crossing at Croupier. It is deemed urgent due to
the change in school boundaries which will result in elementary
school children crossing Sprindale to attend summer school. Any
delay in the installation will increase the potential for a con-
dition which may be beyond the ability of a crossing guard to handle .

2. Installation of pedestrian signals and vehicle detec-
tors at the intersection of Edinger Avenue and the west entrance
to Huntington Center. This project will provide pedestrian pro-
tection to those persons crossing Edinger Avenue between two
shopping centers . Originally this work was to have been part of
an improvement project on Edinger Avenue . Development has pre-
ceded the project, however, and crossing protection is urgently
required.
3. Installation of pedestrian crossing protection on the
south side of the intersection of Pacific Coast Highway at
Newland Street. This project is urgent due to the increased
number of pedestrians using the intersection and the necessity
for protection during the summer period.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it hereby approves the recommen-
dations of the Director of Public Works , and authorizes said public
works projects and purchases to be made in the open market without
advertising for bids , and the City Council deems such projects
to be urgent necessity for the preservation of life, health or
property.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 21st
day of June, 1976 .

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 21 day
of June 1976 by the following vote:
