RES OLUTION NO. 4298
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH REQUESTING THE BOARD OF SUPER-
VISORS OF THE COUNTY OF ORANGE TO CONSOLIDATE A
SPECIAL MUNICIPAL ELECTION OF THE CITY OF
HUNTINGTON BEACH TO BE HELD ON NOVEMBER 2, 1976
WITH THE STATEWIDE GENERAL ELECTION TO BE HELD
ON NOVEMBER 23 1976, PURSUANT TO SECTION 23302
OF THE ELECTIONS CODE
WHEREAS , the City Council of the City of Huntington Beach
has called a special municipal election in the City of Huntington
Beach to be held on November 23 1976 for the purpose of sub-
mitting to the qualified voters of the City of Huntington Beach a
proposition concerning the voting requirements for levying, en- '
acting or increasing any tax or other measure which has as its
principal purpose the raising of revenue as hereinafter set
forth; and
It is desirable that said special municipal election be
consolidated with the statewide general election to be held on
the same date and that within the city of Huntington Beach the
precincts , polling places and election officers of the two elec-
tions be the same , and that the Board of Supervisors of the
County of Orange canvass the returns of the special municipal
election and that said statewide general election and special
municipal election be held in all respects as if there were only
one election;
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve, determine, and request as follows :
SECTION 1. That pursuant to the requirements of Section
23302 of the Elections Code, the Board of Supervisors of the
County of Orange be and it hereby is requested to consent and
agree to the consolidation of a special municipal election with

the statewide general election on Tuesday , the 2nd day of
November, 1976 for the purpose of submitting to the electors
of the city of Huntington Beach a proposition to appear on the
ballot as follows :
' Shall the City Charter be amended
' to require the affirmative vote
' of five (5) members of the City ' YES
'Council (rather than the present
' requirement of four (4) ) to enact
' any tax or revenue raising meas-
' ure , but keeping the requirement
' of four (4) affirmative votes to ' NO r r
' enact any nonrevenue raising fee
' or charge?
SECTION 2. Said Board of Supervisors is hereby authorized
to canvass the returns of said special municipal election which
it is hereby requested to consolidate with said statewide general
election and said election shall be held in all respects as if
there were only one election, and only one form of ballot shall
be used.
SECTION 3. Said Board of Supervisors is hereby requested to
issue instructions to the Registrar of Voters to take any and
all steps necessary for the holding of said consolidated election.
SECTION 4. The City of Huntington Beach recognizes that
additional costs will be incurred by the County by reason of
this consolidating and agrees to reimburse the County for any
such costs .
SECTION 5. That the City Clerk of the City of Huntington
Beach is hereby directed to file a certified copy of this resolu-
tion with the County Clerk, the Clerk of the Board of Supervisors
and the Registrar of Voters of the County of Orange .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 2nd

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 2nd day
of August 1976 , by the following vote:
