A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AUTHORIZING CERTAIN OF ITS
MEMBERS TO FILE A WRITTEN ARGUMENT FOR OR AGAINST
A PROPOSED CHARTER AMENDMENT CHANGING THE VOTE
REQUIRED OF THE CITY COUNCIL TO ENACT ANY MEAS-
URE LEVYING ANY TAX OR FEE
WHEREAS, a special municipal election is to be held in
the city of Huntington Beach on November 2, 1976 at which
there will be submitted to the qualified electors of said
city the following city measure:
' Shall the City Charter be amended
' to require the affirmative vote
' of five (5) members of the City ' YES ' '
' Council (rather than the present
'requirement of four (4) ) to enact
' any tax or revenue raising meas-
' ure, but keeping the requirement r r r
' of four (4) affirmative votes to ' NO
' enact any nonrevenue raising fee
' or charge?
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows:
That this City Council of the City of Huntington Beach
hereby authorizes the City Council of the City of Huntington
Beach by :
Ronald R. Pattinson, Mayor Pro Tem
Norma Brandel Gibbs , Councilperson
Ron Shenkman, Councilperson
members of said body to file a written argument for the city meas-
ure set forth in the recitals hereof in accordance with Article 4,
Chapter 3, Division 4 of the Elections Code of the State of
DPB: ahb 1.
California and to change said argument until and including the
date fixed by the City Clerk after which no argument for or
against said city measure may be submitted.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 2nd
day of August, 1976 .-

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 2nd day
of August , 19 76 , by the following vote:
