HomeMy WebLinkAboutCity Council - 4345 RESOLUTION NO. 4345 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REGARDING THE NEIGHBORHOOD WATCH PROGRAM WHEREAS, the City Attorney of the City of Huntington Beach has expressed some legal concerns respecting the method of budgeting items in the police department budget in connec- tion with the Neighborhood Watch Program and the format of the Watch newsletter; and The City Council endorses the Neighborhood Watch Program and desires that the police department continue to cooperate with the Watch in its programs of crime reduction which have been of great benefit to the citizens of Huntington Beach; and The City Council desires the relationship of the City with Neighborhood Watch to be on a sound and proper legal footing and desires to improve the method of budgeting items in connec- tion with the Neighborhood Watch Program and the format of the Watch newsletter and to clarify the position of the City vis-a- vis Neighborhood Watch; and The City of Huntington Beach does not sponsor Neighborhood' Watch, however, the City endorses the Watch program and acknowl- edges the good work that is being done by the Watch, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach as follows: 1. The City of Huntington Beach does not sponsor the Neighborhood Watch, which is a private, nonprofit corporation, but endorses the program of the Watch; 2 . The police department budget is hereby amended as follows : (a) Identify. Account No. 331-550 for printing Neighbor- hood Watch newsletter for Fiscal Year 76-77 -- $ 750 . 00 DPB: cs 1. (b) Overtime pay attributable to Neighborhood Watch is authorized for police officers attendance at meetings of Neighborhood Watch or other Watch events from the crime pre- vention budget, Account No. 331-130, on the same basis as attendance of officers at functions of any other group involved in crime prevention. 3. The Neighborhood Watch newsletter shall not bear a reproduction of the letterhead of the Chief of Police, nor the imprinting of the police department insignia or the name of the Chief. Inasmuch as the City does not officially sponsor Neighborhood Watch, the newsletter should not by its format imply such sponsorship. 4. As a public service, the Neighborhood Watch newsletter may regularly print the telephone numbers of the police depart- ment .
