A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH SUPPORTING THE CONTINUATION
OF THE ORANGE COUNTY GENERAL REVENUE SHARING
COOPERATIVE PLAN
WHEREAS, General Revenue Sharing of federal income tax
collections has made available funds for relatively unre-
stricted state and local expenditures, in a partnership
approach to urban problems; and
The Orange County General Revenue Sharing Cooperative
Plan since its initiation by adoption of a resolution of the
Board of Supervisors on March 13, 1973, has enabled the appro-
priation of 50 percent of the County' s allocation of city-
county projects which were reviewed by an Advisory Committee
and approved by the Board of Supervisors; and
To date over $25 million of county federal revenue sharing
funds have been redistributed to cities on a 50-50 matching
basis under allocation formula guidelines based on each city' s
assessed valuation and population and the Board of Supervisor 's
policy for expenditure of the county' s revenue sharing funds
of 50 percent for tax reductions, 25 percent for parks, recrea-
tion and open space, and 25 percent for social programs; and
Without the successful assistance of the Cooperative Plan,
many of the 26 cities which represent 87 percent of the county' s
• population would have been forced to raise their tax rates to
meet the needs for basic, traditional municipal services and
to abandon valuable environmental, recreational and social
service program development; and
Orange County is soon to receive another substantial allo-
cation of federal funds with the extension of General Revenue
Sharing through the fiscal year ending September 1980,

NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Huntington Beach does support the County
Cooperative Plan, with proportionate increases to reflect
the federal funding levels through fiscal year 1980, as being
essential to the growth and well-being of all Orange County.

City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 20th day
