HomeMy WebLinkAboutCity Council - 4418 RESOLUTION NO. 4418 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING A CERTAIN PUBLIC WORKS PROJECT TO BE LET WITHOUT ADVERTISING FOR BIDS DUE TO URGENT NECESSITY FOR THE PRESERVA- TION OF LIFE, HEALTH, OR PROPERTY (REPAIR OF SEWER MANHOLES) WHEREAS, the City Charter Section 1211 provides that public works contracts may be let and purchases made without advertising for bids if the total amount of the contract or project is less than $10,000, and if such work shall be deemed by the City Council to be of urgent necessity for the preservation of life, health, or property, and shall be authorized by the affirmative vote of at least two-thirds of the total members of the City Council; and The Director of Public Works has declared that the immediate repair of two sanitary sewer manholes on Banning Avenue is nec- essary for the preservation of life, health, or property, and rec- ommends City Council approval for the Public Works Director and Purchasing Officer to proceed with the purchase of the necessary materials and let the necessary contract for said project without bidding in the open market but by informal proposal, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that it hereby approves the recommenda- tion of the Director of Public Works, and authorizes said repair work of two sanitary sewer manholes on Banning Avenue and pur- chases of materials to be made in the open market without adver- tising for bids, and the letting of the contract by informal proposal, and authorizes contingency funds to be used for said repair work, and the City Council deems such project to be an ur- gent necessity for the preservation of life, health, or property. 1.
