A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AUTHORIZING APPLICATION FOR A
COASTAL ZONE MANAGEMENT GRANT FROM THE STATE
OFFICE OF PLANNING AND RESEARCH TO DEVELOP IMPROVED
COASTAL PLANNING
WHEREAS, the City of Huntington Beach recognizes the problems
and issues identified in the attached application for a Coastal
Zone Management Grant and desires to provide for a planning study
contributing to improved coastal planning, decision making and
management capability related to community development and growth;
and
The City has developed an application package to deal with
these development problems and issues; and the California State
Office of Planning and Research, under authority of Section 34200
of the California Government Code, may provide planning assistance
for such a program and receive financial assistance from the
California Coastal Commission, as authorized by an inter-agency
agreement,
NOW., THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it hereby requests the State Office
of Planning and Research to provide planning assistance under
authority of the Government Code with such financial assistance as
may be provided by the California Coastal Commission not to exceed
the amount of Four Thousand One Hundred Twenty Eight Dollars
($4,128) . Such planning assistance is more particularly described
in the project description attached hereto and made part hereof.
BE IT FURTHER RESOLVED that t City Administrator of he y the
City of Huntington Beach is hereby authorized and directed to
execute on behalf of the City all necessary applications , contracts
and agreements, and any amendments thereto, which implement and

carry out the purposes specified in this resolution.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 2nd
day of May, 1977 .

FOR PREPARATION OF A
TOTAL WORK PROGRAM
FOR DEVELOPMENT OF
A LOCAL COASTAL PROGRAM
FOR THE CITY OF HUNTINGTON BEACH
INITIAL PHASE OBJECTIVE: Prepare a total work program for development
of the Local. Coastal Program.
INITIAL PHASE TASKS:
1. Identification of coastal planning i-5sues to be addressed
a. Evaluation of Coastal Act policies per Part II of the LCP Manual
and in conjunction with Regional Commission staff to determine
those applicable to the City' s coastal zone.
b. Identification of existing policies , plans, and/or regulations
in potential conflict with Coastal Act policies .
C. Identification of planned or potential major public. projects
and uses of more than local importance to be considered.
2 . Definition of tasks required during formation of the total work
program to address issues identified in Task 1 above.
a. Evaluation of existing plans, regulations and data in terms of
adequacy in addressing coastal issues. Documents to be reviewed
include but are not limited to the General Plan; Specific Plans
within the coastal zone; the Zoning Ordinance; various sub-
division and development regulations; background reports used
to develop the General Plan; current plans and procedures of
agencies having jurisdiction within the coastal zone; other
relevant documents.
b. Identification of tasks necessary to gather needed data, analyze
issues, and address conflicts between Coastal Act policies
and existing City plans and regulations .
C. Identification of tasks necessary to bring local plans and
regulations into conformance with Coastal Act policies .
d. Selection of submittal options for LCP documents .
3 . Development of processes for maximizing intergovernmental participation
in LCP preparation.
a. Identification of all governmental agencies and special districts
with interests or activities within the coastal zone; identi-
fication of projects and relevant plans;
b. In conjunction with identified agencies, determination of roles
in LCP formulation and potential data contributions.
C. In conjunction with identified agencies , identification of
key points and means of involvement of each agency in LCP
preparation.
4 . Development of processes for maximizing citizen participation in
LCP preparation.
a. Evaluation of existing public input mechanisms and degree of
participation in recent coastal issue-related planning .
b. Identification and analysis of other mechanisms for public
involvement.
C. Selection of appropriate methods for maximizing public in-
volvement in LCP preparation.
5. Determination of budget estimates and schedule for total work
program tasks.
a. Development of time line indicating completion dates, schedule
of hearings and submittal dates.
b. Estimation of staff/consultant time, costs, and related
expenses to complete tasks identified in total work program.

STATEMENT OF ASSURANCES
r The Applicant hereby assures and certifies that he will comply with the regula
tions, policies, guidelines, and requirements including OMB Circulars Nos. 74-4.
A-95, and 74-7, as they relate to the application, acceptance and use of federal
funds for this federally assisted project. Also, the Applicant assures and cer-
tifies with respect to the grant that:
1 . It possesses legal authority to apply for the grant; that a resolution, motion
►� or similar action has been duly adopted or passed as an official act of the
applicant's governing body, authorizing the filing of the application, includ-
ing all understandings and assurances contained therein, and directing and
authorizing the person identified as the official representative of the appli-
cant to act in connection with the application and to provide such additional
information as may be required.
f 2. It will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352)
and in accordance with Title VI of that Act, no person in the United States
shall , on the ground of race, color, or national origin, be excluded from
participation in, be denied the benefits of, or be otherwise subjected to
F � discrimination under any program or activity for which the applicant receives
.w� federal financial assistance and will immediately take any measures neces-
sary to effectuate this agreement.
3. It will comply with Title VI of the Civil Rights Act of 1964 (42 USC 2000d)
l prohibiting employment discrimination where, (1 ) the primary purpose of a
grant is to provide employment or, (2) discriminatory employment practices
will result in unequal treatment of persons who are or should be benefiting
from the grant-aided activity.
4. It will comply with requirements of the provisions of the Uniform Relocation
Assistance and Real Property Acquisitions Act of 1970 (P.L. 91-646) which
provides for fair and equitable treatment of persons displaced as a result
of federal and federally assisted programs.
5. It will comply with the provision of the Hatch Act which limits the poli-
tical activity of employees.
6. It will comply with the minimum wage and maximum hours provisions of the
Federal Fair Labor Standards Act, as they apply to hospital and educational
institution employees of State and local governments.

7. It will establish safeguards to prohibit employees from using their posi-
tions for a purpose that is or gives the appearance of being motivated by
a desire for private gain for themselves or others , particularly those with
whom they have family, business, or other ties.
8. It will give the grantor agency or the Comptroller General , through any
authorized representative, the access to and the right to examine all records,
books, papers, or documents related to the grant.
9. It will comply with all requirements imposed by the federal grantor agency
concerning special requirements of law, program requirements, and other admi-
nistrative requirements approved in accordance,with Office of Management
and Budget Circular No. 74-7.
