A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH RECOMMENDING THAT THE LEAGUE OF
CALIFORNIA CITIES ADOPT A RESOLUTION SUPPORTING
A NATIONAL NO-FAULT VEHICLE LIABILITY SYSTEM
WHEREAS, in 1976, there were in excess of forty thousand
highway deaths and many more injuries as a result of vehicle
accidents; and
The claims of many of the accident victims end up in court
where said victims are forced to wait approximately sixteen
months to three years for a final settlement of their claims;
and
Approximately twenty percent of the court cases in the
United States involve motor vehicle injuries, and it is esti-
mated that courtroom and backup costs total upwards of $300,000
annually; and
The nation' s largest automobile insurer predicts an average
ten percent drop in premiums for passenger cars under no-fault
legislation now pending in Congress; and
One large insurance company conducted a nation-wide poll
and found that three out of every four motorists favor a no-
fault insurance system; and
Cities would save attorneys ' fees and court costs by elimi-
nating the need to prove who was at fault before benefits are
paid to the accident victim; and
Cities faced with financial problems should be aware that
over twenty-one cents out of every premium dollar paid for
vehicle insurance is spent for legal costs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :

That the City Council of the City of Huntington Beach
recommends that the League of California Cities encourage and
support the enactment of a national no-fault vehicle liability
system.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 19th
day of September, 1977 .

vote of more than a majority of all the members of said City Council
at a regular meeting thereof-held on the 19th day
