HomeMy WebLinkAboutCity Council - 4545 RESOLUTION NO. 4545 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING THE ARBORICULTURAL AND LANDSCAPING STANDARDS AND SPECIFICATIONS TO SERVE AS GUIDELINES FOR LANDSCAPING ALONG ARTERIAL HIGHWAYS AND THE REQUIRED ONSITE LANDSCAPING. WHEREAS, the City Council of the City of Huntington Beach has established a need for landscape criteria to serve as guidelines when reviewing landscaping plans on projects being constructed along the arterial highways, and WHEREAS, the City Council has determined that developers should be provided with criteria to serve as guidelines for their onsite landscaping required by code, and WHEREAS, the City Council has determined that by establishing this landscape criteria projects will be expedited through the City of Huntington Beach, and the City Council has determined that developers should have an established set of guidelines to review at the time they are originally proposing development within the City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach does hereby adopt the Arboricultural and Landscape Standards and Specifications, attached hereto and made a part hereof by reference, to serve as guidelines for the developers for their landscaping along areterial highways and required onsite landscaping. DIVISION I The Tree Superintendent shall have the authority to issue the i rules and regulations of the Arboricultural Specifications and Standards of Practice governing the maintenance, removal , fertilization, pruning, and bracing of trees on the streets or other public sites in the municipality. All work on public trees shall comply with the Municipal Tree Ordinance of the City of Huntington Beach, County of Orange, State of California. . b . The Arboricultural Specifications and Standards of Practice shall be adhered to at all times , but may be amended at any time that experience, new research, or laws indicate improved methods , or whenever circumstances make it advisable . c. The policy. of the Department of Public Works and the Street 1 Tree Division shall be one of cooperating with the public, property owners, other municipal departments , and appropriate not-for-profit organizations at all times . d. No trees shall be removed from public places unless they constitute .a hazard to life or property, a public need, or because a revision of planting plans so necessitates . 2. Species , Cultivars , or Varities a. The Tree Superintendent shall prepare a list of trees accept- able for planting in the public sites of the Municipality of Huntington Beach, County of Orange , State of California. Undersirable trees shall not be recommended for general planting and their use, if any, shall be restricted to special locations where, because of certain characteristics of adapt- ability or landscape effect, they can be used to advantage. b . Only desirable , long-lived trees of good appearance , beauty, adaptability, and generally free from injurious insects or disease shall be planted in public sites . 3. Early Maintenance 3. 01 General Newly planted trees require special attention to maintenance practice during one or two growing seasons following plant- ing. All maintenance practices shall follow approved arboricultural standards . Page -4- 3.02 Watering Ample soil moisture shall be maintained following planting . A thorough watering each five (5) to ten (10) days, depend- ing on soil type and drainage provisions , is usually adequate during the growing season. A soil auger or sampling tube is used to check the adequacy of moisture in the soil y ball and/or backfill . 3 . 03 Fertilization Provision of good drainage and adequate moisture of the prepared backfill, and the soil ball of plants, is more important than fertilization immediately following planting. a However, adequate quantities of the essential nutrient elements should be available after new growth starts . 3. 04 Insect and Disease Control } Measures for the control of insects and diseases shall be taken as shown necessary by frequent and thorough inspections . Plants in a weakened conditon following transplanting are often more susceptible to insects, especially borers , and some diseases than are vigorously growing trees . Where it is necessary to spray, insecticides or fungicides shall be used that are recommended for safe and effective control . 3. 05 Pruning a. Pruning practices to be followed the first few years following planting shall consist of removing dead, broken, or injured branches , the suppression of rank, uneven growth, and usually the removal of water sprouts . Feather growth shall be removed as it reaches pencil size in diameter. The Deign Review Board in conjunction with the Tree Superintendent shall review at least once every five (5) years the species , cultivars , and varieties included on the approved list to determine if any should be removed for any reason or if certain new species , cultivars , or varieties should be added on the Master Street Tree Plan, only these shall be planted subject to revision by the Tree Superintendent b . Pruning shall be practiced subsequent to transplanting Page - 5- 3 and as necessary thereafter to assure sturdy crotch development. c. Tree heads should be raised as growth characteristics ► and location dictates . Newly planted trees need not have lower branches removed until they are well established. Eventually, trees should have the lower branches removed to a height to allow safe passage of vehicles and pedestrians unless in areas where lower branches do not .impede traffic . 4 . General Maintenance 4 .01 Pruning and Removal a. No topping or dehorning of trees shall be permitted except by written permission of the Tree Superintendent . Proper cabling and bracing shall be substituted for this practice wherever possible . b . All large, established trees shall be pruned to sufficient height to allow free passage of pedestrians and vehicular traffic: ten (10) feet over sidewalks and eleven (11) feet over all streets except those that are subject to truck traffic which shall have a clearance of thirteen feet six inches (131611) . C. It shall be the. policy of the Tree Superintendent to cooperate with the Department of Public Works , and vice- versa, in the placement and height of lighting standards and the development of a system of tree pruning to give effective street illumination. d. All cuts shall be made with a saw or pruner and only at the nodes or crotch)es . No stubs shall be left . No spurs shall be left. No spurs or climbing irons shall be used in the trees , except when trees are to be removed. e . All dead, crossed, and rubbing branches .shall be removed. f. All wounds over four (4 ) inches in diameter shall be treated with a suitable tree wound dressing. Page -6- g. All tools being used on a tree suspected to be infected with a contagious disease shall be disinfected before being used on another tree. h. Whenever streets are to be blocked off to public service , Police and Fire Departments shall .be notified of the location and length of time .the street will be blocked. Notification shall be given these departments upon the removal of such barriers or if such barriers are to remain longer than originally expected. i . To protect the public from danger, suitable street and sidewalk barriers, highway cones, or signs shall be used when pruning a tree. Flashing signals or flares shall be placed on all barriers or obstructions remain- ing in the street after dark. j . The stumps of all removed trees shall be cut to at least eighteen (18) inches below the ground, and soil shall be replaced and the area leveled.. If the area where the tree is removed is to be paved or receive a new tree, the tree stump should be removed completely. In all cases the Tree Superintendent shall determine when a stump is to be cut or removed. 4 . 02 Spraying a. Suitable precautions shall be taken .to protect and warn the public that spraying is being done. b. Spraying shall be done only for the control of specific diseases or insects, with the proper materials in thei necessary strength, and applied at the proper time to obtain the desired control. All spraying practices shall conform to Federal and State regulations. C. Dormant oil sprays shall not be applied to conifers Dormant oil sprays shall be applied to other trees only when the air temperature is 40°F or above and when it is not likely to drop below this temperature for a period of 24 hours. 4 . 03 Fertilization a. Fertilization of public trees shall follow the National Arborist Association or other accepted arboricultural standards. Page -7- b . Formulations , rates , and methods of application of fertilizers shall be specified by the Tree Superintendent . 4 . 04 . Cavities a. Extensive cavity work should be performed on trees only if they are sufficiently high in value to justify i the cost. All cavity work shall conform to the National Arborists Association or other accepted arboricultural standards . 4.. 05 Cabling and Bracing a. As a general rule, cables should be placed approximately two-thirds (2/3) of the distance between the crotch and top branch ends . Rust-resistant cables , thimbles , and lags should be used. The ends of a cable should be attached to hooks or eyes of lags or bolts , and thimbles must be used in the eye splice in each end of the cable. In no instances shall cable be wrapped around a branch. b. All cabling and bracing practices with screw rods shall follow National Arborist Association or other accepted standards . 5. Amendments The Tree Superintendent shall have the authority to notify, amend or extend, with the approval of the City Council, the Arboricul- tural Specifications and Standards of Practice at any time that experience indicates improved methods or whenever circumstances make it advisable . General Requirements Prior to the purchase of trees , the developer shall submit to the City a plan showing the proposed tree specie , size and planting locations . This plan shall be approved by the Director of Public Works before work may progress . A planting list of acceptable trees is on file in the Department of Public Works and will be furnished upon request. f A permit to plant trees must be obtained from the Department of Public Works in all cases with the exception of subdivisions . Twenty-four (24) hour notice must be given prior to commence- ment of any phase of the work. All nursery stock delivered to and planted in the City of Huntington Beach shall be covered by a valid California Nursery Certificate as issued by the Agricultural Commissioner of the County of origin. The City shall obtain soil tests for agricultural suitability and fertility, from an approved firm, to establish planting requirements . Said tests shall consist of maximum of one test per subdivision lot or a maximum of one test per 2S0 lineal feet when planting along arterial highways . Soil tests shall be submitted to the developer prior to any required planting. The requirements and specifications. containedherein shall be met in order to receive final approval of the project by the City. 2 . Location 2 . 01 Street Trees Local streets , except as noted, shall be planted with trees along both parkways , spaced approximately 60 feet apart. Along arterial h1khwa.ys , the tree spacing shall be estab- lished by the Director of Public Works and exact locations shall be established by the Director of Public Works for the particular street. Trees shall be placed in the park- way halfway between the curb and the sidewalk where side- walks are separated from the curbs by a planting strip . Page -10- Note : When planting trees on State Highways refer to State Division of Highways landscaping specifications as well as City Specifications . a. One hundred feet back of beginning curb returns on Arterial Highways at approaches to other arterial highways . t b. Fifteen feet back of beginning curb returns at inter- sections . C. Fifteen feet from light standards . d. Eight feet from fire hydrants . e . Eight feet from service walks or driveways . f. Six feet from water meters . fln the interest of public safety or when there is a variation in the location of trees , as described herein, the aforementioned spacing procedure shall be checked and maybe modified by the Director of Public Works . } 2 . 02 Median Island Trees Location of these trees shall be established as mentioned in the General Requirements of Division II-A, Subsection 2 . 01 of these Specifications . 2 . 03 Shrubs and Ground Covers Between Walk and Curb Plans for location and specie of these plants shall be submitted for approval by the Director of Public Works . Page -11- 3. Material Requirements All trees shall be erect, vigorous and in a healthy condition, } free from disease and insect pests or previous infestations . The root ball of all material shall be developed so that the ball will maintain its size and shape and not crumble when the plant is removed from its container. The root ball will be developed so that its growth or ability to grow in the future is not impaired. Specifications on size of material are as follows : 3. 01 Fifteen Gallon Trees i The diameter of the trunk shall be 1 1/4 inches to 1 1/2 inches measured at a five inch height above the top. of the undisturbed root ball . The head spread shall be approx- imately two feet to three feet. The height of the tree shall be. from eight feet to ten feet, measured from the top of the root ball to the top of the head or foliage . 3. 02 Box Material } Container Size Caliper* Caliper* Inches ,Sq. Planting Details The planting mix, referred to in this section, shall meet the spec- ifications described in Part I , Division II , Section S . Details for the basin for containing water are shown on Standard Plan 704 . Trees will be planted according to the following requirements : 4 . 01 Fifteen Gallon Trees -- Local Streets Trees shall be planted in holes large enough to allow six inches of planting mix on the sides and bottom of the root ball . Page -12- Finished planting shall be slightly below sidewalk grade . The top of the root ball shall be placed at basin level , j or slightly above , and the hole backfilled 3.4 full with planting mix and tamped and watered thoroughly. The hole shall then be completely backfilled with planting mix and ' watered thoroughly. A dirt berm shall be made from excess dirt per Standard Plan 704 , Case II . Trees shall be double staked with two 2" diameter copper napthanate treated lodge pole pine , eight feet long. The t stakes shall be placed 24 inches into native ground. The tree shall be tied in two places with 24 inch grow straight ties , and one by three 's as per Standard Plan 703. When import soil is used deeper staking with use of 10 foot stakes shall be required. 4 . 02 20 Inch Box Trees - Arterial Highways Where a block-out in the sidewalk is provided, the top of the root ball and the earth around the tree shall be left 3 inches i below the sidewalk surface to assure ample space for watering and decorative rock suffacing (see Standard Plan 704) . If the tree is not to be planted immediately, the earth shall be left flush with the sidewalk and in a compacted manner. Trees shall be planted in holes large enough to allow six inches of planting mix on the sides and bottom of the root ball . The top of the root ball shall be placed at basin level, or slightly above, and the hole backfilled 3/4 full with plant- ing mix and tamped and watered thoroughly. The planting hole shall then be completely backfilled with planting mix and watered thoroughly. Trees shall be double staked with two 2" diameter copper napthanate treated lodge pole pine , eight feet long. The stakes shall be placed 24 inches into native ground. The tree shall be tied in two places with 24 inch grow straight ties , and one by three ' s as per Standard Plan 703. When import soil is used, deeper staking with the use of 10 foot stakes shall be required. Page -13- } 4 .03 Fifteen- Gallon and Box Trees , Median Island These trees shall be planted as described in Division II-A, Subsection 5. 01 and 5.02 of these specifications . Staking, tying, or guying shall be as required by the landscape inspector. 5. Planting Mix Requirements t Soil test recommendations shall supersede the following requirements when applicable. 5 . 01 Fifteen Gallon and Box Trees The soil amendments for planting mix shall be as follows : a. Seven parts excavated soil b . Three parts nitrolized redwood sawdust. c. Five to ten pounds of finely ground gypsum per cubic yard of mix. 5. 02 Special Soil Conditions Where extreme soil conditions exist such as , Ybut not limited to hard pan, SAR values over 8 .0,ECE counts above five and Boron exceeding one (P.P.M. ) enlarged planting pits , excava- tion of native soil, import of new soil, drainage sumps , special soil amendments , protective lining of plant pit, and deeper staking with the use of 10 foot stakes shall be required. All soil test information and recommendations will be enforced. The imported top soil chemical properties shall be as follows : a. Salinity - The electrical conductivity of the extract shall not exceed 3. 0 millimhos per centimeter @ 250 C. b . Boron - The boron concentration in the saturation extract shall not exceed 1 . 0 .P.P.M. C. Sodium - The sodium absorption ration (SAR) as calcu- lated from analysis of the saturation extract shall not exceed 6 . 0. Page -14- i the above will insure that the soil used in the backf.ill is chemically suitable for proper plant growth. i These soils shall be free of all obnoxious weed. City reserves the right to inspection of all sites from which import soils are procured. 5 . 03 Backfill Procedure The planting hole shall be dusted with Gypsum on all sides and bottom. Gypsum shall be blended thoroughly with the backfill soil and amendments and utilized completely in the backfill and planting .process . All drainage sumps shall be backfilled with coarse sand. 6. Maintenance 6. 01 Trees in Public Right of Way or Easement Upon final approval by City Landscape inspector , these trees shall be maintained for a minimum period of ninety (90) days . No pruning shall be performed prior to delivery and inspec- tion. i Corrective pruning shall be done before or after planting as required by the landscape inspector. 7. Guarantee of Trees 7. 01 Trees in Public Right of Way or Easement These trees shall be guaranteed for a period of one year from date of acceptance by the City Council. The conditions of the guarantee will be to insure, but not limited to, the trees being in healthy condition and free from abnormal con- ditions which may have occurred during and/or after planting such as defoliation or structure die back. All trees which are replaced shall be planted under con- ditions as set forth in these specifications . This guarantee shall not be interpreted as amending or deleting requirements or guarantees in other sections of these specifications or other legal documents . General Requirements All nursery stock delivered to and planted in the City of Huntington Beach shall be covered by a valid California Nursery E Certificate as issued by the Agricultural Commissioner of the County of origin. The City shall obtain soil tests to establish agricultural suitability and fertility information from the areas to be land- scaped. The recommendations of thb testing laboratory shall supersede general soil treatment and preparation procedures and plant specie call out as found in these specifications . Since these soil tests are of extreme importance to the entire landscape project, the developer must inform the City when grade is estab- lished for the areas in question. This will insure an expedient and orderly incorporation of test recommendations into the land- scape scheme. All landscape areas mentioned in this division shall have pre-emergence weed control chemical applied to the soil at rates recommended by the manufacturers . Types of chemical to be used shall be determined by landscape inspector. The developer shall submit landscape plans based on precise specifications and standard plans which are on file in the Department of Public Works . An approval of plans by the City and 24-hour notice to the Department of Public Works is required prior to beginning of any phase of the work. 2. Location 2 .01 Median Island Planting Location of plant material shall be as shown on standard plans attached or on plans approved and adopted by the Department of Public Works . 2. 02 Roadside Planting Location of plant material shall be as shown on standard plans attached or on plans approved and adopted by the Department of Public Works . Page -17- 3 . Material Requirements All trees, plants and shrubs shall be erect, vigorous and in a healthy condition, free from disease and insect pests or previous infestations . Specifications on size of material are as follows : 3. 01 Fifteen Gallon Trees Median Material requirements for these trees shall be found in Division II Subsection 3 . 01 of these specifications . 3. 02 Box Trees Median Material requirements for these trees shall, be found in Division II Subsection 3. 02 of these Specifications . 3. 03 One, Five, and Fifteen Gallon Plants and Shrubs Material requirements for these plants shall be No . 1 grade of the California Nursery Industry and as approved by the landscape inspector. 4 . Construction Landscape Area 4 .01 Excavating or Amending Native Soil 3 See Division II , Section 5 See Division II -A, Section 1 4 . 02 Grading Grading - to be per Standard Plans 708 , 710 , 712 . Soil compaction to be accomplished per landscape inspector. 4. 03 Construction of Flood basin berm to be constructed per Standard Plans 706, 707, 709 , 711 . Final placement of berming to be per landscape inspector. Page -18- 4. 04 Flooding r Following berm construction and prior to installation of landscape material all landscape areas shall be water soaked to the satisfaction of the landscape inspector. y S. Planting Details The planting mix, referred to in this section shall meet the specifications described in Division II , Section 5. Details for planting are shown on Standard Plan 702 of these Specifications . Trees and plants shall be planted according to the following requirements : 5 .01 One, Five and Fifteen Gallon Trees , Plants and Shrubs These plants shall be placed in a hole two to three times the diameter of the root ball depending on soil test recommend- ations . The top of the root ball shall be placed at basin level or slightly above and the hole backfilled 3 .4 full with planting mix and tamped and watered thoroughly. The hole shall then be completely backfilled with planting mix and watered thoroughly. Five gallon trees shall be staked with a two inch diameter lodge pole pine , copper napthanate treated, eight feet long and in sound condition. All trees are to be secured to the stakes in two or more places with 24 inch grow straight ties , or approved equal installed in figure eight form as per Standard Plan 703. Fifteen gallon tree staking refer to Division II Subsection 4 . 01 . 5. 02 Box Trees The boxed trees shall be placed in a hole large enough to allow 12 inches of backfill to be placed on all sides of the root ball and 6 inches at bottom of root ball . The top of the root ball shall be placed at ground level or slightly above and the hole backfilled 3/4 full with planting mix, then tamped and watered thoroughly. Page -19- Staking, tying or guying shall be done as required by the landscape inspector. 6. Planting Mix Requirements 3 Soil test recommendations will supersedethe following require- ments when applicable. 6.01 Fifteen Gallon and Box Trees Refer to Division II, Subsection 5.01 of these specifications. 6 .02 One, Five and Fifteen Gallon Plants and Shrubs The planting mix shall be as follows: a. Seven parts excavated soil. b. Three parts nitrolized redwood sawdust. c. General Requirements Installation of an irrigation system in Public Right-of-Way or easement in the City of Huntington Beach shall require the submittal of a plan to the City and approval by the Department of Public Works . The plan will be sumitted and approved in accordance with these specifications , standard plans and special conditions . The plans will be based on precise specifications and standard plans are found on file in the Department of Public Works . Upon approval of plans the developer shall give 24-hour notice to the landscape inspector prior to beginning of any phase of the work. The developer shall beep current and continuous record of all changes that may occur and shall deliver a clear and concise set of record drawings to the landscape inspector prior to the final acceptance of the work. 2 . Ordinances and Regulations All local and State laws , rules and regulations governing or relating to any portion of this work are hereby incorporated into and made a part of these specifications and their provisions are to be carried out by the developer. Nothing contained in these specifications shall be construed to conflict with any of the above rules, regulations or requirements of. the same . However, when these specifications and standards call for or describe materials , workmanship or construction of a better quality, higher standard or larger size than is required by the above rules , regulations , or requirements , the provisions of these specifications and standards shall take precedence. 3 . Work Proceddre Locations on drawings are to scale when possible but are diagram- matic and approximate only and shall be changed and adjusted as necessary and as directed to meet existing conditions and to fulfill the intentions of the landscape project. Page -24- i This shall be the developer's responsibility and shall be done at his expense. Locate<�and stake all work and obtain approval of the Department of Public Works before installing any portion of the irrigation system. 3.01 Existing Underground Utilities, etc The developer shall check locations of lines, valves, cables and other underground utilities, etc. , before digging trenches or installing irrigation material. Any destruction of underground items as mentioned above shall be paid for by the developer and any damage from or claiming to arise from the destruction of the above mentioned underground items shall be the responsibility of the developer. 4 . Material Requirements 4 .01 Main Line Valve Size Size and type of main line valve shall be determined at time of plan check. 4.02 Back Flow Prevention Device Size- and type of back flow preventer shall be determined at time of plan check (see Standard Plan 701 , 610, and 611. ) 4 .03 Lines Size Line sizes shall be determined at time of plan check. 4 . 04 Main Line Pipe and Fittings All plastic main lines shall be Class 315==NSF PVC pipe. All plastic main line fittings and threaded nipples shall be schedule 80 NSF approved. 4 . 05 Lateral Line Pipe and Fittings All plastic lateral lines shall be Class 160 NSF PVC. All plastic non pressure line fittings except threaded nipples shall be schedule 40 NSF approved. 4 .06 Side Angle Valve S.A.valves shall be Champion Model No. 300 or approved equal. 4J07 Quick Coupler Valves Quick coupler valves shall have brass or bronze one-piece body designed for working pressure of 150 PSI with metal Page -25- f locking covers, operable with single lug 3/4" quick f coupler. The contractor to provide the City, one each quick coupler keys, hose swivel ells and locking cover keys. 4. 08 Flooder Device Flooder device shall be as shown in Standard plans. 4. 09 Automatic Controllers Automatic controllers and pertinent devices and material shall be determined and approved at time of plan check. 4 .10 Sprinkler Heads When required, sprinkler head size, model and other specifications will be noted at time of plan check. 5. Excavation Dig trenches straight and support pipe continually on bottom of ditch. Lay pipe to an even grade. Trenching excavation shall follow layout indicated on plans and as noted. 5. 01 Trench Depth of Main Lines These trenches shall be deep enough to allow for a minimum of 24 inches of cover over the line. 5. 02 Trench Depth of Lateral Lines These trenches shall be deep enough to allow for a minimum 12 inches of cover over the line. 5. 03 Trench Depth of Lines under Road Ways These trenches shall be deep enough to allow for a minimum 30 inches of cover over the line. In no case will these ditches be excavated prior to approval of the Department of Public Works . 5. 04 Trench Depth of Control Lines of Wiring These trenches shall be 18 inches deep as noted and approved on plans. Installation 6. 01 Layout Approval Prior to the installation of any material* the developer shall meet with the landscape inspector and other concerned City inspectors regarding the routing and location of all irrigation material and devices . 6. 02 Location of Lines Pipe lines of sizes shown and specified on approved plans shall be installed in locations shown on the plans except those where changes are authorized and noted. 6. 03 Assembly of System Pipes and fittings shall be assembled free from dirt and shall be reamed and burrs removed. The main line shall be thoroughly flushed and tested for leaks before backfilling,, 1 Thrust blocks constructed from poured concrete and as required by the Department of Public Works shall be provided at each horizontal and vertical change of direction on all pressure lines . Each section of lateral pipe shall be thoroughly flushed of all foreign material before heads are attached and covered (see also Section 7 , Testing) . 7. Testing 3 All testsshall be observed and approved by landscape inspector . 7. 01 Pressure and Non Pressure Lines Test all pressure lines under hydrostatic pressure of 125 pounds per square inch and test all nonpressure lines under existing normal static pressures . Both lines must prove to be water tight . 7. 02 Line Pressure Time Sustain pressure in lines for not less than two (2) hours . If leaks develop , replacement will be made as required by the landscape inspector, and pressure test repeated until entire system is proven water tight. 7. 03 Phases Upon completion of each phase of work the entire system shall be tested and adjusted to meet the site requirements . Backfill 8.01 Compaction > Compact backfill to dry density equal to adjacent undisturbed soil and conform to adjacent grades without dips , humps or other irregularities . 8.02 Material Backfill material placed on all lines shall be of fine granular material, no foreign matter larger than 1/2 inch :- in size will be permitted. 8. 03 Flooding Flooding of trenches will be permitted only with approval of the landscape inspector. 8. 04 Settlement and Adjustments If settlement occurs and adjustments necessary, the devel - oper shall make adjustments within five days of notification and only when the landscape inspector is at the site . 9 . Clean-Up Clean-up shall be made as each portion of work progresses . Refuse and excess dirt shall be removed from the site , all walks and paved areas shall be broomed or washed clean. Any damage sustained on the work of others shall be repaired by developer. 10 . Maintenance The developer shall be responsible for maintaining the entire irrigation system in newly landscaped areas for a period not to exceed six (6) months after completing the installation of irri- gation system to the satisfaction of the landscape inspector. ll . Guarantee The irrigation material and workmanship shall be guaranteed for a period of one (1) year from date of final approval by the landscape inspector. General Requirements Prior to the purchase of trees , the developer shall submit to the City a plan showing the proposed tree specie, size and planting locations . This plan shall be approved by the Landscape Inspector before work may progress . A planting list of acceptable trees is on file in the Department of Public Works and will be furnished upon request. All nursery stock delivered to and planted in the City of Huntington Beach shall be covered by a valid California Nursery Certificate as issued by the Agricultural Commissioner of the County of origin. The City shall obtain soil tests for agricultural suit- ability and fertility, from an approved firm, to establish planting requirements . Said tests shall consist of maxi- mun of one test per subdivision lot or a minimum of one test per 250 lineal feet when planting along arterial ' highways . Soil tests shall be submitted to the developer prior to any required planting. The requirements and specifications contained herein shall be met in order to receive final approval of the project by the City. 2 . . Location 2 . 01 Trees Required on Site One tree per residential lot shall be planted in the front yard ten feet from the front property line and five feet from the side property line. However, where the front yard setback is less than 20 feet, the tree shall be located halfway between building line and front property line . Page -3- Planting and approval of trees and all corrections shall be completed before building occupancy is allowed. Location of trees in developments other than single family dwellings shall be established as required in the conditions of approval for a particular development. 3. Material Requirements i All trees shall be erect, vigorous and in a healthy condition, free from disease and insect pests or pre- vious infestations . The root ball of all material shall be developed so that the ball will maintain its i size and shape and not crumble when the plant is re- moved from its container. Planting Details The planting mix, referred to in this section, shall meet the specifications described in Part II , Division I , Section S. Details for the basin for containing water are shown on Standard Plan 704 . Page -4- ► Trees will be planted according to the. following ► requirements : 4. 01 Box Trees on Site The tree shall be placed in a hole large enough to allow 12 inches of planting mix to be placed on all sides of the root ball and six inches at bottom of root ball. The top of the root ball shall be placed at ground level . The water basin shall be built of existing earth and of ► sufficient size to contain approximately 30 gallons of water. Staking, tying and guying shall be done as required by the landscape inspector. S. Planting Mix Requirements Soil test recommendations shall supersede the following requirements when applicable. ' 5. 01 Box Trees The soil amendments for planting mix shall be as follows : a. Seven parts excavated soil . b . Three parts nitrolized redwood sawdust . ' C. Five to ten pounds of finely y ground gypsum per cubic yard of mix. 5. 02 Special Soil Conditions Where extreme soil conditions exist such as , but not limited to hard pan, SAR values over 8 . 0 ECE counts above five and Boron exceeding one (P .P.M.) , enlarged planting pits , excavation of native soil , import of new soil , drainage sumps , special soil amendments , protective lining of plant pit, and deeper staking with the use of 10 foot stakes shall be required. Page - 5- j All soil test information and recommendations will be enforced. The imported topsoil chemical properties shall be as follows : a. Salinity - The electrical conductivity of the extract shall not exceed 3. 0 millimhos per centi- meter @ 250 C . b . Boron - The boron concentration in the saturation } extract shall not exceed 1 . 0 P.P.M. C. Sodium - The sodium absorption ration (SAR) as calculated from analysis of the saturation extract shall not exceed 6.0 . The above will insure that the soil used in the backfill is chemically suitable for proper plant growth. These soils shall be free of all obnoxious weed. City reserves the right to inspection of all sites from which import soils are procured. 5. 03 Backfill Procedure The planting hole shall be dusted with Gypsum on all sides and bottom. Gypsum shall be blended thoroughly with the backfill soil and amendments utilized completely in the backfill and planting process . All drainage sumps shall be backfilled with coarse sand. 6 . Walk Thru Inspection The landscape inspector, landscape contractor, and the developer and/or their representatives, shall -have a final walk thru inspection of the project prior- to acceptance- of the -tree -plantin-g 3y the -landscape -inspector. Since these soil tests are of extreme importance to the entire landscape project , the developer must inform the City when grade is established for the areas in question. This will insure an expedient and orderly incorporation of test recommendations into the landscape scheme . The developer shall submit landscape plans based on pre- cise specifications , and conditions of approval. An. approval of plans by the City and 24=hour notice to the Department of Public Works is required prior to- beginning of any phase of the work. ' 2 . Material Requirements All trees , plants and shrubs shall be erect, vigorous and in healthy condition, free from disease and insect pests or previous infestations . The head spread shall be approximately two feet to three feet . The height of i the tree shall be from eight feet to ten feet, measured from the top of the rootball to the top of the head or foliage. 2. 02 Box Trees Material requirements for these trees shall be found in Division I , Section 3 of these Specifications . 2. 03 One, Five, and Fifteen Gallon Plants and Shrubs Material requirements for these plants shall be No . 1 grade of the California Nursery Industry. 3. Planting Details The planting mix, referred to in this section, shall meet the specifications described in Part II , Division I , Section S . Trees and plants shall be planted according to .,the following recommendations : 4. 01 One, Five, and Fifteen Gallon Trees , Plants and Shrubs These plants shall be placed in a hole two to three times the diameter of the root ball depending on soil test recommendations . The top of the root ball shall be placed at basin level or slightly above and the hole backfilled 3/4 full with planting mix and tamped and watered thoroughly. The hole .shall then be completely backfilled with planting mix and watered thoroughly. Five gallon trees shall be staked per approved landscape plan details . ' 4 . 02 Box Trees See Division I 5 . Planting Mix Requirements Soil test recommendations will supersede the following requirements when applicable . General Requirements Installation of irrigation system in .the City of Huntington Beach shall require the submittal of a plan to the City and approval by the Dept. of Bldg: .& Comm.' bev;% ' ��The plan will be submitted and approved in accordance with these speci- fications , standard plans and special conditions prior to installation of any of this system. The plans will be based on precise specifications and standard plans as found on file in the Department of Public Works and Dept .- of, Bldg.. & Comm. -Dev. - Upon approval of j plans the developer shall give 24-hour notice to the landscape inspector prior to beginning of any phase of the work. The contractor shall keep current and continuous record of all changes that may occur and shall deliver a clear and concise set of record drawings to the landscape inspector prior to the final acceptance of the work. 2 . Ordinances and Regualtions All Local and State laws , rules and regulations governing or relating to any portion of this work are hereby incor- portated into and made a part of these specifications and their provisions are to be carried out by the developer. Nothing contained in these specifications shall be construed to conflict with any of the above rules , regulations or requirements of the same. However, when these specifica- tions and standards call for or describe materials , work- manship or construction of a better quality, higher standard or larger size than is required by the above rules , regu- lations, or requirements , the provisions of these speci- fications and standards shall take precedence . Work Procedure h Locations on drawings are to scale when possible but are diagramatic and approximate only and shall be changed and adjusted as necessary and as directed to meet existing conditions and to fulfill the intentions of the landscape project . This shall be the contractor Is responsibility and shall be done at his expense. Locate and stake all work and ob- tain approval of the Department of Public Works before installing any portion of the irrigation system. 3 . 01 Existing Underground Utilities , etc. The contractor shall check locations of lines , valves , cables and other underground utilities , etc. , before digging trenches or installing irrigation material. Any destruc- tion of underground items as mentioned above shall be paid for by the contractor and any damage from or claiming ' to arise from the destruction of the above mentioned under- ground items shall be the responsibility of the .-contractor. 4 . Material Requirements 4 .01 Main Line Valve Size Size and type of main line valve shall be determined at time of plan check. a 4 . 02 Back Flow Prevention Device Size and type of back flow preventer shall be determined at time of plan check (see Standard Plan 701', 610, and 611) . Page -15- 4 .03 Lines Size Line sizes shall be determined at time of plan check. 4. 04 Main Line Pipe and Fittings All plastic main lines shall be Class 315 NSF PVC pipe. All plastic main line fittings and threaded nipples shall be schedule 80 NSF approved. '4. 05 Lateral Line Pipe and Fittings All plastic lateral lines shall be Class 160 NSF PVC. All plastic non pressure line fittings except threaded nipples shall be schedule 40 NSF approved. 4. 06 Side Angle Valve-Ant i-S=hon Valves S.A. valves shall be Champion Model No. 300, or approved equal. A.S. valves shall be champion model No. 466, or approved equal. 4. 07 Quick Coupler Valves Quick coupler valves shall have brass or bronze one or two piece body designed for working pressure of 150 PSI with metal locking covers, operable with double or single lug 3/4" quick coupler. The contractor to provide, one each quick coupler keys , hose swivel ells and locking cover keys. 4. 08 Automatic Controllers Automatic controllers and pertinent devices and material shall be determined and approved at time of plan check. 4.09 Sprinkler Heads When required, sprinkler head size, model and other speci- fications will be noted at time of plan check. Page -16- i i S . Excavation Dig trenches , straight and support pipe continually on bottom of ditch . Lay pipe to an even grade. Trenching excavation shall follow layout indicated on plans and as noted. 5. 01 Trench Depth of Main Lines ' These trenches shall be deep enough to allow for a minimum of 18 inches of cover over the line. 5. 02 Trench Depth of Lateral Lines These trenches shall be deep enough to allow for a minimum 12 inches of cover over the line. 5 . 03 Trench Depth of Lines Under Road WSys These trenches shall be deep enough to allow for a minimum 3 30 inches of cover over the line . In no case will these ditches be excavated prior to approval of the Department of Public Works . 5 . 04 Trench Depth of Control., Lines or Wiring These trenches shall be 18 inches deep as noted and approved on plans . > 6 . Installation 6 . 01 Layout Approval Prior to the installation of any material the contractor shall meet with the landscape inspector and other concerned City inspectors regarding the routing and location of all irrigation material and devices. Page -177 - } 6 . 02 Location of Lines Pipe lines of sizes shown and specified on approved plans i shall be installed in locations shown on the plans except those where changes are atithorized and noted. 6. 03 Assembly of System Pipes and fittings shall be assembled free from dirt and shall be reamed and burrs removed. The main line shall be thoroughly flushed and tested for leaks before back- filling. Thrust blocks constructed from poured concrete and as required by the Department of Public Works shall be provided at each horizontal and vertical change of direction on all pressure lines. Each section of lateral pipe shall be thoroughly flushed of all foreign material before heads are attached and covered (see also Section 7 , Testing) . 7. Testing All test shall be observed and approved by the landscape inspector. 7. 01 Pressure and Non Pressure Lines Test all pressure lines under hydrostatic pressure of 125 PSI) pounds per square inch and test all nonpressure lines under existing normal static pressures . Both lines must prove to be water tight , 7. 02 Line Pressure Time Sustain pressure in lines for not less than two (2) hours . If leaks develop, replacement will be made as required by the landscape inspector, and pressure test repeated until entire system is proven water tight. Page -18 - 7. 03 Phases Upon completion of each phase of work the entire system shall be tested and adjusted to meet the site requirements . 8 . Backfill 8. 01 Compaction Compact backfill to dry density equal to adjacent undisturbed soil and conform to adjacent grades without dips , humps or other irregularities . 8. 02 Material Backfill material placed on all lines shall be of fine granular material, no , foreign matter larger than 1/2 inch in size will be permitted. 8 . 03 Flooding Flooding of trenches will be permitted only with approval of the landscape inspector. 8 . 04 Settlement and Adjustments If settlement occurs and adjustments necessary, the contractor shall make adjustments within five days of notification and only when the landscape inspector is at the site . 9 . Clean-Up Clean-up shall be made as each portion of work progresses . Refuse and excess dirt shall be removed from the site, all walks and paved areas shall be broomed or washed clean.; Any damage sustained on the work of others shall be re- paired by contractor.
