A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH OPPOSING THE LOCATION OF
AN ECONOMIC DEVELOPMENT DEPARTMENT OFFICE AT
THE NORTHEAST CORNER OF BEACH BOULEVARD AND
TERRY DRIVE IN THE CITY OF HUNTINGTON BEACH
WHEREAS, the Economic Development Department proposes to
locate a full-service office within a commercial development
at the northeast corner of Beach Boulevard and Terry Drive in
the city of Huntington Beach; and
Initially it was represented to the city that the proposed
Economic Development Department office would face Beach Boulevard
and that the building would not be occupied by other businesses ;
and
The plan submitted shows the Economic Development Department
jfronting on Terry Drive , a local street, rather than Beach
Boulevard; and
The Board of Zoning Adjustments , in its deliberation on the
use permit authorizing the renovation of the existing building,
was informed that there would be approximately sixty persons
employed in this office and that the number of visitors would
average 18. 75 persons per hour or 140 persons per day . Represent-
atives of the Economic Development Department have since indicated
that visitors to the office would be approximately 350 per day,
rather than 140 per day as stated to the Board of Zoning Adjust-
ments; and
Based upon the plans and information submitted, including
testimony given at the public hearing, the Board of Zoning Ad-
justments approved the use permit with conditions and the under-
standing that the Economic Development Department office pre-
sented special problems which would be handled separately by
the Board; and

The Economic Development Department office is isolated
from the other commercial uses in the same building so that
primary access to the Economic Development Department must be
from Terry Drive instead of Beach Boulevard; and
Terry Drive, a local street , is the primary access to a
residential area located east and directly across the street
from the Economic Development Department ; and
It is anticipated that activities of the Economic Development
Department will cause traffic congestion, and lack of adequate
parking space will result in unnecessary and disruptive parking
overflow into the residential neighborhood; and
Traffic flow on Beach Boulevard is such that unless a
traffic signal were installed at the intersection of Terry Drive
and Beach Boulevard, vehicles emerging from Terry Drive to proceed
in a southerly direction on Beach Boulevard would find such ma-
neuver difficult , not to say impossible, thereby causing needless
traffic congestion; and
Residents east and south of the Economic Development De-
partment will find it more convenient to use Terry Drive rather
than Beach Boulevard as primary access to the residential neigh-
borhood, thereby increasing the traffic flow on Terry Drive, and
such increase will create a hazard to residents and pedestrians
in the neighborhood; and
Persons in the aforementioned residential area have requested
the City Council of the City of Huntington Beach to assist them
by urging the state Economic Development Department to place the
proposed local office in a more appropriate location,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does request representatives of
the Economic Development Department to consider transferring the
proposed office to a more suitable location where conditions
cannot be created which would be hazardous to homeowners , mo-
torists and pedestrians .

members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 17th day
of October , 19 77 by the following voter
