A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF HUNTINGTON BEACH CERTIFYING THE
COMPLETION OF A FINAL ENVIRONMENTAL IMPACT
REPORT FOR THE WARNER-GOLDENWEST SMALL LOT
REDEVELOPMENT PROJECT
WHEREAS, an environmental impact report (the "EIR") on the
Redevelopment Plan for the Warmer-Goldenwest Small Lot Redevelop
ment Project (the "Project" ) was prepared by the Redevelopment
Agency of the City of Huntington Beach (the "Agency") pursuant
to the California Environmental Quality Act (Public Resources
Code Sections 21000 et seq . ) , the Guidelines for Implementation
of the California Environmental Quality Act (California Adminis-
trative Code, Title 14, Sections_15000 et seq. , hereafter the
"State EIR Guidelines" ) , and procedures adopted by the. City
regulating environmental evaluation of public and private proj-
ects; and
A notice of completion of the draft EIR was duly filed with
the Secretary for the Resources Agency, pursuant to Sections 15034
and 15085 of the State EIR Guidelines
Notice to all interested persons and agencies of the completion
of a draft EIR for the Redevelopment Plan was published in the
Huntington Beach News on June 9, 1977 and posted in the City
Clerk' s Office for thirty days ; and
The Community Redevelopment Commission of the City of
Huntington Beach (the "Commission") held a public informational
meeting on July 14 , 1977 to discuss the draft EIR along with the
Redevelopment Plan; and
The Agency distributed copies of the draft EIR to those
agencies which have jurisdiction by law with respect to the proj-
ect, and to other interested persons and agencies, and sought the
comments of such persons and agencies; and

The draft EIR was thereafter reviewed and supplemented to
adopt changes suggested, to incorporate comments received_ as
well as the Agency' s response to said comments , and as so revised
and supplemented a final EIR was submitted to the City Council
of the City of Huntington Beach as a part of the report of the
Commission accompanying the Redevelopment Plan; and
A joint public hearing was held by the Agency, the Commission
and the City Council on July 25, 1977 on the Redevelopment Plan
and the final EIR relating thereto, following notice duly and
regularly given as required by law, and all interested persons
expressing a desire to comment thereon or. object thereto having
been heard, and said final EIR and all comments and responses
thereto having been considered; and
The final EIR consists of the draft EIR as revised and
supplemented, made a part of the Commission report on the Redevel-
opment Plan, and incorporating all comments received and the
response of the Agency and the City Council thereto as of. the
date hereof,
NOW, THEREFORE, the Redevelopment Agency of the City of
Huntington Beach does resolve as follows :
SECTION 1 . The Agency hereby certifies that the final EIR
for the Warner-Goldenwest Small Lot Redevelopment Project has
been completed in compliance with the California Environmental
Quality Act, the State EIR Guidelines, and local procedures
adopted by the Agency as the lead agency, and that the Agency has
reviewed and considered the information contained in the final
EIR.
SECTION 2 . The Agency hereby finds and determines that
redevelopment of the redevelopment project area pursuant to the
Redevelopment Plan will not have an adverse effect on the environ-
ment . The Agency further finds and determines that certain changes,
alterations and measures have been incorporated into the Project
in order to mitigate the significant environmental effects identi-

fied in the final EIR. This finding is based upon the follow-
ing facts :
(a) Short term air pollution impacts caused by construction
activities will be mitigated by the controls of the city ordinance
and on-site inspections;
(b) Increased traffic will be mitigated by the widening
of streets and installation of traffic signals;
(c) Increased noise of traffic moving to and from the
Project Area will be mitigated by changes in traffic control
and improved sound insulation of buildings;
(d) Increased use of energy and utility services will be
mitigated by specific energy conservation measures for new
structures;
(e) Loss of a possible archaelogical site will be mitigated
by a survey and removal of data from the site by a qualified
archaeologist prior to clearing and grading;
(f) Loss of open space will be mitigated by landscaping
and design review by Agency to insure a quality environment .
SECTION 3 . Upon approval and adoption of the Redevelopment
Plan by the City Council, the Secretary of the Agency is hereby
directed to file a Notice of Determination with the County Clerk
of Orange County pursuant to the provisions of Section 21152 of
the Public Resources Code and the State EIR Guidelines adopted
pursuant thereto .
PASSED AND ADOPTED by the Redevelopment Agency of the City
of Huntington Beach at an adjourned regular meeting thereof held
on the 25th day of July, 1977 .
