A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ADOPTING NEGATIVE DECLA-
RATION 77-112 AND APPROVING AMENDED SPECIFIC
PLAN NO. 73-1
WHEREAS, after notice duly given pursuant to Government
Code Section 65500, the Planning Commission of the City of
Huntington Beach held a public hearing on Negative Declaration
77-112 and amendments to Specific Plan No. 73-1 on September 20,
1977 which was continued to September 29, 1977 and October 4,
1977, and concluded on October 18, 1977; and
Such amendments to Specific Plan No. 73-1, in addition to
closing Taylor Drive, would accomplish the following: (a) bring
the land use of the specific plan into conformity with the General
Plan; (b) remove the buffer zone on Taylor Drive from Delaware
Street east ; (c) incorporate Precise Plan of Street Alignment
No. 74-3 (Redondo Circle) which serves the existing industrial
development at Talbert Avenue and the railroad; and extend
Redondo Circle 330 feet east to intersect a proposed unnamed
north/south street to serve the industrial property; and
On February 21, 1978., after notice duly given pursuant to
Government Code Section 65507, hearing was held before this
Council on Negative Declaration 77-112 and the proposed amend-
ments to Specific Plan No. 73-1, and the matter having been
considered, the Council finds that the proposed amendments would
not have a significant environmental effect and that such amend-
ments (a) would bring the specific plan into conformity with
the Land Use Element of the General Plan; (b) are necessary
to the orderly and efficient flow of traffic; (c) are necessary
for the preservation of the health and safety of the inhabitants
of the city; and (d) are necessary for the orderly development

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
1. That Negative Declaration 77-112 is hereby approved.
2. That the amendments to Specific Plan No. 73-1, on file
in the office of the City Clerk, are hereby approved.
3. That the map, designated Exhibit "A," attached hereto
and made a part hereof by reference, is hereby adopted as part
of amended Specific Plan No. 73-1.
4. Resolution No. 3810 and all resolutions in conflict
, herewith are hereby repealed.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 212t
