A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH REQUESTING SCAG EXECUTIVE
COMMITTEE TO ALLOW TIME FOR REVIEW AND COM-
MENT BY LOCAL GOVERNMENTS ON SCAG PUBLICATIONS
WHEREAS, pursuant to certain State and Federal legislation
the Southern California Association of Governments (SLAG) per-
forms a variety of functions including, but not limited to,
furnishing regional planning, implementing regional programs and
serving as a regional clearinghouse for grants; and
Many SCAG publications dealing with regional transportation,
air and water quality, housing and other regional issues which
affect local governments have been disseminated for the review
and comment of such governing bodies and from time to time work-
shops have been conducted to discuss the effect such publications
may have on local governments ,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does hereby request that SCAG
instruct its staff that all publications which affect and have a
significant impact on local governments shall be disseminated
to such governments with a sufficient amount of time to allow
local governments to review and transmit their comments to SCAG.
BE IT FURTHER RESOLVED that SCAG instruct its staff to con-
duct workshops so that all issues which are of major significance
and the subject of any SCAG publication may be clarified and dis-
cussed with local governments before general dissemination.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 21st
day of February 1978.

Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 21st day
