HomeMy WebLinkAboutCity Council - 4595 RESOLUTION NO. 4595 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ENDORSING REVISION OF THE JUVENILE COURT LAW WHEREAS, the existing provisions of the Juvenile Court Law are archaic and an impediment to the effective processing of juveniles ; and A meaningful revision in the Juvenile Court Law has not occur- red within the past fifteen years ; and The courts have radically changed their philosophy and proced- ures relative to juveniles ; and Judicial decisions nave mandated adversary proceedings to meet due process requirements in juvenile matters , and it is essential that the juvenile justice system be provided with a viable code which reflects the present attitude of the courts , meets due process requirements , protects the child' s welfare , and enables enforcement agencies to provide uniform justice in processing and adjudicating juvenile matters in accordance with the law; and A study commission is needed_ to review all past changes , and analyze present needs and future trends ; and The Los Angeles County Grand Jury has assumed a leadership role in recommending Los Angeles County Board of Supervisors request the Governor of the State of California to appoint a commission of ex- perts to study and make recommendations for revisions of the Juvenile Court Law, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that it supports the need for a complete revision of the Juvenile Court Law, and endorses the concept of a commission to study and make appropriate revisions thereto . BE IT FURTHER RESOLVED that the imperative and urgent need for this revision be undertaken as soon as possible with a report to the Legislature no later than January 1 , 1980. -1- BE IT FURTHER RESOLVED that this resolution be forwarded to the Governor of the State of California, the California Council on Administrative Justice , the Orange County Board of Supervisors, Orange County Legislators , the California League of Cities , the County Supervisors Association of California, the California Peace Officers Association, the California Probation, Parole and Correc- tional Officers Association, the League of Women Voters , the Orange County Grand Jury and the press . PASSED AND ADOPTED by the City Council of the City of Huntington Beach at an adjourned regular meeting thereof held on the 21st day of February, 1978 .
