A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AUTHORIZING CERTAIN OF ITS
MEMBERS TO FILE A WRITTEN ARGUMENT FOR CITY
MEASURES
WHEREAS, a regular general municipal election is to be
held in the city of Huntington Beach on June 6, 1978, at which
time there will be submitted to the qualified electors of said
city the following city measures :
MEASURES SUBMITTED TO VOTE OF VOTERS
PROPOSED CHARTER AMENDMENTS

A Shall the existing charter, with the
exception of the provisions mentioned ' YES
in Propositions B through F on this
ballot, of the City of Huntington Beach'
be repealed and in place thereof shall
the proposed charter provisions
approved by the City Council on ' NO
January 30, 1978, be adopted?

B Shall Section 500 of the existing ' YES
city charter be amended to provide
that no person shall be elected to the
Council for more than two consecutive ' NO
terms?

C Shall Section 502 of the existing
city charter be amended to provide
that the compensation for the Mayor ' YES
and the City Council members be set r + r
in accordance with a sliding scale
based upon the population of the city
so that compensation may vary from a
minimum of $400 per month to a maximum
of $600 per month, and further pro-
viding for reimbursement of certain ' NO
specified expenses in addition to
such monthly compensation?

D Shall Sections 500 and 703 of the
existing city charter, which now pro- ' YES
vide for the election of the City
Attorney by the qualified voters of
the city at large, be amended to pro-
vide that the City Attorney be
appointed by the City Administrator ' NO

Clerk by the qualified voters of the

that the City Clerk be appointed by

Treasurer by the qualified voters of
the city at large, be amended to pro-

NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve, determine and order as follows :
That this City Council, being the legislative body of the
City of Huntington Beach, hereby authorizes :
Alvin M. Coen
Norma Brandel Gibbs
Ron Shenkman
Ted W. Bartlett
members of said body, to file a written argument for the city
measures set forth in the recitals hereof in accordance with
Article 4, Chapter 3, Division 5 of the Elections Code of the
State of California and to change said argument until and in-
cluding the date fixed by the City Clerk after which no argument
for or against said city measures may be submitted to her.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at an adjourned regular meeting held ion the 13th
day of March, 1978.

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular a,93o11,-n d meeting thereof held on the 13th day
of March , 1978 by the following vote:
