HomeMy WebLinkAboutCity Council - 4602 RESOLUTION NO. 4602 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF THE CITY OF HUNTINGTON BEACH WITH THE STATEWIDE PRIMARY ELECTION TO BE HELD ON JUNE 6, 1978, PURSUANT TO SECTION 23302 OF THE ELECTION CODE WHEREAS , the City Council of the City of Huntington Beach has called a special municipal election in the city of Huntington Beach to be held on June 6, 1978 for tr'e purpose of submitting to the qualified voters of the City of Huntington Beach proposed pCharter amendments as hereinafter set forth; and It is desirable that said special municipal election be consolidated with the statewide primary election to be held on the same date and that within the city of Huntington Beach the precincts , polling places and election officers of the two elec- tions be the same , and that the Board of Supervisors of the County of Orange canvass the returns of the special municipal election and that said statewide primary election and special municipal election be held in all respects as if there were only one election,, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve, determine and order as follows : SECTION 1. That pursuant to the requirements of Section 23302 of the Elections Code, the Board of Supervisors of the County of Orange be and it hereby is requested to consent and agree to the consolidation of a special municipal election with the statewide primary election on Tuesday, the 6th day of June, 1978, for the purpose of submitting to the electors of the city of Huntington Beach proposed Charter amendments to appear on the ballot as follows : /ahb 1. MEASURES SUBMITTED TO VOTE OF VOTERS PROPOSED CHARTER AMENDMENTS ' r r r A Shall the existing charter, with the exception of the provisions mentioned ' YES r r in Propositions B through F on this ballot , of the City of Huntington Beach' be repealed and in place thereof shall the proposed charter provisions approved by the City Council on ' NO January 30, 1978, be adopted? r r r r r r B Shall Section 500 of the existing ' YES city charter be amended to provide that no person shall be elected to the Council for more than two consecutive ' NO terms? r r r r r r C Shall Section 502 of the existing city charter be amended to provide that the compensation for the Mayor ' YES and the City Council members be set in accordance with a sliding scale based upon the population of the city so that compensation may vary from a minimum of $400 per month to a maximum of $600 per month, and further pro- viding for reimbursement of certain ' NO specified expenses in addition to such monthly compensation? r r r r r r D Shall Sections 500 and 703 of the existing city charter, which now pro- ' YES ' r vide for the election of the City Attorney by the qualified voters of 2. the city at large, be amended to pro- vide that the City Attorney be appointed by the City Administrator ' NO r ' with the approval of the City Council? i r f r r � E Shall Sections 500 and 704 of the existing city charter, which now pro- ' YES vide for the election of the City Clerk by the qualified voters of the city at large, be amended to provide that the City Clerk be appointed by the City Administrator with the ' NO approval of the City Council? 1 � � r t t F Shall Sections 500 and 705 of the existing city charter, which now pro- ' YES vide for the election of the City Treasurer by the qualified voters of the city at large, be amended to pro- vide that the City Treasurer be appointed by the City Administrator ' NO with the approval of the City Council? 3. SECTION 2 . Said Board of Supervisors is hereby author- ized to canvass the returns of said special municipal election which it is hereby requested to consolidate with said statewide primary election and said election shall be held in all respects as if there were only one election, and only one form of ballot shall be used. SECTION 3. Said Board of Supervisors is hereby requested to issue instructions to the County Clerk to take any and all steps necessary for the holding of said consolidated election. SECTION 4. The City of Huntington Beach recognizes that additional costs will be incurred by the County by reason of this consolidation and agrees to reimburse the County for any such costs. SECTION 5. That the City Clerk of the City of Huntington Beach is hereby directed to file a certified copy of this resolution with the County Clerk of the County of Orange.
