A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH APPROVING THE 208 MILESTONE RE-
PORT
. WHEREAS, the Southern California Association of Governments
(SCAG) is the designated 208 areawide waste treatment management
planning agency for the south coast 208 area, pursuant to the
Federal Water Pollution Control Act Amendments of 1972 (PL 92-500) ;
and
SCAG has a 208 Plan Approval and Adoption Process which was
circulated for local government review and comment in February,
1977, and approved by the SCAG Executive Committee in March, 1977;
and
The 208 Plan Approval and Adoption Process requires that
each major planning product produced during the 208 planning
program be formally approved by "affected" agencies; and
Under the definitions of the 208 Plan Approval and Adoption
Process all major planning products will constitute elements of a
208 plan, once approved and adopted; and
SCAG has completed a draft Major Planning Product, entitled
The Milestone Report; and
The City of Huntington Beach has been identified by SCAG as
an agency "affected" by the information and findings contained
in the subject document,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach has reviewed The Milestone Report, and
approves the document, with comments.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 3rd
day of April, 1978.

Dear Mr. Riga:
The Planning Department of the City of Huntington Beach has
reviewed the 208 Milestone Report and provides the following
comments
1. Page 72 - and the SCE/SDG&E forecast also shows
relatively more housing units and jobs in the developing
portion of the County than SCAG-76 . "
Comment: When 'talking about "developing portion of the
County, " specify specifically what area or areas
of the County are being identified.
2. Page 74 - Table III-14
Comment: Under Surfacewater Problems there is no mention
of the Sunset/Anaheim/Bolsa Bay area regarding
comparison of land use forecasts effects on identi-
fied non-point related water quality problems.
This particular area of the County should be
identified, since it is a significant wetland area
with a number of County flood control channels
contributing to non-point contamination within
the wetland as well as Huntington Harbour.
3 . Page 132 "Surface Water Quality
Comment: Sunset/Anaheim/Bolsa Bay is a significant wetland
within the County of Orange and has surface water
quality problems. It would be appropriate to
give recognition, under this section of the report,
to the significance of Sunset/Anaheim/Bolsa Bay
and the surface water quality problems that exist.

4 . Page 143 - "Newport Bay the largest and most important
coastal wetland in the region. "
Comment: This statement should be toned down, since it
represents a value judgment. There are other
coastal wetlands within the SCAG region and
within Orange County that are equally signifi-
cant. The City feels that the Sunset/Anaheim/Bolsa
Bay/Harbour complex is an example of such an area.
5. Page 148 —Sunset/Huntington Harbour
Comment: (1) Add to the title "Bolsa Bay. "
(2) Consideration should be given to "X"ing
under Sunset/Huntington Harbour/Bolsa Bay
"Rural Runoff" and "Construction Activities . "
Generally, the City would like more attention to be directed
toward the water quality of Sunset/Anaheim/Huntington Harbour/
Bolsa Bay. We feel this area is significant with regard to water
quality. It is more than just a City interest - it is of a
significant size and location to have regional significance , and
therefore should be reflected in such a manner in the 208 Mile-
stone Project.
